Notice to Offerors - RFP Solicitation Number: F17PS00115
Description: Design/Build Site Building Improvement at Clark R. Bavin National Forensics Laboratory, Ashland Oregon (Jackson County).
Location: Clark R. Bavin National Forensics Laboratory 1490 East Main Street Ashland, OR 97520-1310
Project Magnitude: Between $1,000,000 and $5,000,000
Non-Disclosure Agreement: Due to the security level of this facility, firms interested in receiving a copy of the complete solicitation package will need to email karl_lautzenheiser@fws.gov to sign and return a non-disclosure statement prior to a CD of the complete solicitation package being mailed to them or share site provided on where to access all documents. Proposals submitted by mail channels must be received by no later that date/time specified with a 20 percent bid bond or proposals can be emailed to karl_lautzenheiser@fws.gov along with a copy of the bid bond and the original bid bond must also mailed no later than the date/time for receipt of proposals.
Site Visit: Firms interested in attending a site visit will meet on either Friday, May 19, 2017 at 2:00 PM PDT or on Saturday, May 20, 2017 at 10 AM PDT. If attending the site visit please contact Karl Lautzenheiser at karl_lautzenheiser@fws.gov. Interested parties will meet at the address cited above for the Clark R. Bavin National Forensics Laboratory.
Date for submission of Questions: Contractors should submit any questions on this project directly to Karl Lautzenheiser at Karl_Lautzenheiser@fws.gov later than close of business on Thursday, May 25, 2017. Questions will be consolidated and answers provided by issuance of an amendment directly thereafter.
Instructions to Offeror:
1. Before submitting an offer, read the entire solicitation package carefully. Return the following items with your response:
a) Page 2 of 3, Standard Form 1442 - Complete blocks 14 through 20c.
b) Bonds – To be considered responsive, a bid bond for twenty (20) percent of the contract price is required to be submitted with your proposal submission. Only the successful awardee will be required to provide a 100% payment and 100% performance bond within 15 days of award.
c) Bid Schedule – Complete pricing for all tasks on price schedule (attachment 2 of solicitation package) and submit with proposal.
d) Basis for award will be “Lowest Priced, Technically Acceptable.” See evaluation factors for award clause on page 31 of contract clauses for items to return with your proposal.
e) To acknowledge any amendment(s) issued, you can acknowledge in block 19 of the Standard Form 1442 (page 2 of 3), sign/return the cover sheet (Standard Form 30) of each amendment or acknowledge on cover letter of proposal submission.
2. The former Central Contractor Registration (CCR) database and On-Line Representations and Certifications (ORCA) have migrated to the System for Award Management (SAM). Prior to award, contractor must be active in the SAM database now. Refer to the following web site:

Basis for Award: “Lowest Priced, Technically Acceptable.” See evaluation factors in Section M on page number 31 for information to return with your proposal to be considered technically acceptable.
Proposal Due Date: Tuesday, June 13, 2017 by 3 PM PDT.
