Answers to Questions F15PS00234
RFQ F15PS00234, Amendment 1 Attachment 1 – Q & A
All official FWS responses are highlighted below the corresponding question:
Q: Part III of the Statement of Work cites a potential requirement for diving services. Would you please confirm that this anticipated requirement is related to structural inspections as opposed other activities such as underwater natural resource or archaeological observations?
A: This requirement is related to inspection and/or repair of hydraulic structures.
Q: Specifically for our org chart, are we allowed to use an 11”X17” sheet, or are we required to use 8.5”x11” for all sheets? The reason I ask, is we are having trouble trying to fit our full org chart onto an 8.5”x11” sheet, while maintaining the 12pt font requirement.
If we must stay with 8.5”x11”, can we use a smaller point font for the org chart?
A: 11x17 is acceptable for org chart; minimum of 12pt font.
Q: Due to the depth of professional disciplines that may be required to perform tasks under this contract, is it possible to use an 11x17 page size for the organizational chart in Section D?
A: Yes.
Q: Since Section H is restricted to eight pages, is it possible to use a smaller font size than 12pt in graphics and tables?
A: No.
Q: Can a USACE IDIQ contract that lists multiple task orders serve as 1 project for the SF330? For example, if a firm holds a nationwide dam safety contract with a particular district and would like to list that as 1 project but will discuss the work on multiple dams (each executed as a separate task order).
A: Yes.
Q: There is a page limit of 8 for Section H. Does this count front and back?
A: 8 PDF pages is the limit. PDF pages are independent of one another, and are not differentiated by a front and a back.
Q: The SF330 Section F instructions state that the offerer should, “present as many projects as requested by the agency, or 10 projects if not specified.” How many projects would you like included in Section F of the proposal?
A: 10 projects as noted above.
Q: In Section F, to demonstrate breadth of experience, may we use an IDIQ type of contract consisting of multiple task orders or a Type C standalone contract as an individual project?
A: Yes.
Q: Is it acceptable to use an 11 x 17 page for the Organizational Chart
A: Yes.
Q: For graphics to be included in the proposal, including the Organizational Chart, are we required to use 12 Pt Times New Roman font, or can we use a smaller font?
A: Minimum 12pt font.
Q: Is there a limit in the number of pages for Resumes, i.e. – each resume will be one page but is there a limit on total number of resumes?
A: Resumes should be limited to Key Personnel that will be working on this IDIQ contract.
Q: Since this proposal will be submitted electronically, please advise as to size limitation of the email you can receive for the electronic submittal of the SF330.
A: The size of the email that USFWS can receive for the electronic submittal of the SF330 cannot exceed 25 MB. The receipt of every submittal will be confirmed though an email from Joseph Sawyer.
Q: What is the Government’s intent when listing all levels of Architect Engineers, Level I through Level IX? Is there an expectation that proposal responses will address all staff levels?
A: No. The descriptions are intended to define the skill/pay levels for both the engineering disciplines and the scientific disciplines for billing rates during negotiations.
Q: Will interviews be conducted?
A: Yes, interviews of selected firms may be conducted from 6/1/2015 - 6/5/2015 and 6/8/2015 - 6/12/2015; see Solicitation Amendment 2.
Q: Who you consider KEY personnel, for purposes of Section E resumes and Section G matrix?
A: This is up to the discretion of the submitter based on the requirements stated in the Statement of Work.
Q: Are there any restrictions on file size and format for the electronic submittal?
A: Yes, there is a size restriction of 25 MB.
Q: We found reference in the Synopsis to the small business size standard for NAICS code 541330. There is also reference to the acquisition being unrestricted and no set aside. Could you please clarify if this will be a full and open contract for large firms or if it will be a small business set aside.
A: This solicitation is available for full and open competition.
Q: I wanted to confirm whether USFWS would prefer a multi-firm team that covers all regions of the country or a single firm (with specialty subs) that covers just the eastern half of the country.
A: The solicitation evaluation factors include: "Demonstrate adequacy of resources and priority and commitment of the firm and proposed subcontractors to perform work as described in the SOW of this solicitation in the 50 states."
