Synopsis: ***This announcement is for information only. *** Architect/Engineer (A-E) Multi-disciplined services are required for the award of an Indefinite Delivery Indefinite Quantity (IDIQ) type contract for design of various type projects. The U. S. Fish & Wildlife Service (FWS) is seeking qualified contractors with the qualifications listed below to provide specialized Architect/Engineer (A/E) Multi-disciplined
Services on an as-needed basis in support of the FWS Dam Safety Program, managed by the Division of
Engineering – Dam, Bridge, and Seismic Safety Branch. The FWS owns and operates approximately 300 dams at various locations across the United States. These dams, along with other hydraulic structures, and their appurtenant facilities are operated to promote conservation and enhancement of the fish and wildlife resource. The North American Industry Classification System (NAICS) code is 541330
Engineering Services. The small business size standard for 541330 is $15 million.
The general SOW for this indefinite delivery indefinite quantity (IDIQ) contract will require firms to perform architectural and engineering services as defined by The Brooks Act in 40 U.S.C. 1102 and Public
Law 92-582, commonly referred to as Title I, Title II, Title III A-E services
Architectural and Engineering Services are defined as professional services of an architectural and engineering nature required to be performed or approved by a person licensed, registered, or certified to provide these services. Architectural and engineering services include services associated with research, planning, development, design, construction, alteration or repair of real property, and other professional services. Architectural and engineering services also include incidental services, which members of the architectural and engineering professions may logically or justifiably perform, including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soils engineering, drawing reviews, preparation of operating and maintenance manuals, and other related services.
This acquisition is unrestricted and A/E selection procedures (FAR Subpart36.6) will be used to competitively award multiple indefinite delivery/indefinite quantity (IDIQ) contracts. The A/E contract includes up to a one (1) year base ordering period with four (4) one-year option periods to provide A/E
Services based on, but not limited to, the issuance of task orders for the following services: inspections;
analysis; design; preparation of drawings, specifications, and other construction documents; field investigations; stability studies; risk analyses and Potential Failure Mode Analysis (PFMA); hydraulic and hydrologic studies; biological and cultural studies, documentation, construction supervision, consultation, and Clean Water Act certification and permitting in support of the FWS Dam Safety
Program. Firm Fixed Price Delivery Orders will be negotiated and awarded for each specific project. The total order amount for each contract will not exceed $20,000,000 for the life of the contract, and will not exceed $4,000,000.00 for each exercised contract year. The minimum guarantee for each contract is
$20,000.
The selected firms shall negotiate overhead, profit and hourly rates for anticipated disciplines for use in negotiated fixed-price task orders. Consideration will be limited to the following evaluation factors:
Proposed key personnel qualification and specialized experience, technical competence and professional registration of project personnel.
Past performance conducting dam safety inspections using similar format as Safety Evaluation of
Existing Dams (SEED Inspection) on dams similar to the size, complexity, and type typical of FWS dams; including identifying safety deficiencies, preparing recommendations and costs estimates.
Past performance conducting dam break modeling, estimating consequences, preparing inundation maps, and developing and exercising Emergency Action Plans (EAPs) for dams similar to the size, complexity, and type typical of FWS dams.
Past experience performing PFMA and risk analysis for high and significant hazard dams similar to the size, complexity, and type typical of FWS dams.
Past performance conducting Pre-Title I, Title I and Title II services on dam similar to the size, complexity, and type typical of FWS dams.
Past experience performing Title III services including construction inspection, QA/QC program monitoring, review of shop drawings, materials testing, and preparation of “as-built” plans for dams similar to the size, complexity, and type typical of FWS dams.
Adequacy of resources and priority and commitment of the firm and proposed subcontractors to perform work as described in the SOW of this solicitation in the 50 states.
The Solicitation and Request for Qualifications (RFQ), SF 330 package will be released on or about
2/23/2015 and will be open for approximately 30 days. Potential offerors must register on FedBizOpps in order to receive notification(s). Offerors must be registered with the System for Acquisition
