About this file

The file is a Price Schedule (Exhibit D) for a Minnesota state contract opportunity involving food service for Direct Care and Treatment Hospitals and Healthcare Facilities throughout Greater Minnesota. The contract (Release F-515, SWIFT Event No. G0210-2000016230) covers 12 facilities across four program types: Community Addiction Recovery Enterprise (CARE), Minnesota Specialty Health System (MSHS), Community Behavioral Health Hospitals (CBHH), and Child and Adolescent Behavioral Health Services (CABHH). The solicitation requires vendors to provide up to 16 meals per mealtime, including regular and modified diet options, three daily snacks, and emergency food supplies, with meal nutritional requirements specifying a minimum of 2200 calories per regular diet. The contract is anticipated to run from July 1, 2025, to June 30, 2026, with key dates including a March 17, 2025 deadline for questions, a March 31, 2025 proposal submission deadline, and an anticipated vendor selection by May 16, 2025.

The pricing schedule includes detailed cost breakdowns for different meal types (regular, modified, double portion) across multiple locations, with pricing to be submitted for breakfast, lunch, dinner, and snacks. Vendors must provide pricing that includes food preparation, packaging, delivery, serving equipment, and cleaning costs. The estimated total contract value ranges between $400,000 and $600,000 for the initial one-year term, with potential extensions for up to four additional years. The procurement emphasizes diversity and inclusion, offering preference points for small businesses owned by racial minorities, women, persons with substantial physical disabilities, veterans, or businesses located in economically disadvantaged counties. Certified veteran-owned businesses may receive up to a 12% preference in the evaluation process, and the state reserves the right to add or remove facilities through formal contract amendments.
