About this file
This document is a NEPA (National Environmental Policy Act) Environmental Review form for a parking lot expansion project at the Dayton VA Medical Center. The project involves constructing a gravel parking lot on the west side of Building 330, adjacent to Liscum Road, Michigan Avenue, and Minnesota Avenue. The proposed parking lot will cover 93,200 square feet and accommodate 320 parking spaces for staff, triggered by an RTO (Request to Occupy) order. The environmental assessment indicates the project will require an NPDES (National Pollutant Discharge Elimination System) permit, and the noise levels for heavy equipment excavation will be conducted during normal working hours. The project has been determined to meet the requirements for a Categorical Exclusion, meaning it does not require a full Environmental Assessment or Environmental Impact Statement, and has been approved by the Project COR (Contracting Officer's Representative), GEMS Program Manager, and Chief of Engineering.
