ADDENDUM TO 52.212-2 EVALUATION-COMMERCIAL ITEMS

BASIS OF AWARD/EVALUATION CRITERIA

I. BASIS OF AWARD/EVALUATION FACTORS

The Government intends to issue multiple BPA awards to qualified offerors who earn a “Pass” rating based on the following evaluation criteria. The Government will evaluate each offeror’s proposal to determine whether or not to award to a BPA to that offeror. Each offeror will receive either a “Pass” or a “Fail” rating for their proposal. The Pass/Fail rating will take all of the following evaluation areas into consideration.

Additionally, the Government will award its initial BPA call order (the work stated in ATTACHMENT II: BPA Call Order #1 SOW) to the lowest priced, technically acceptable (defined by a “Pass” rating) offeror.

Area 1: Technical Approach Area 2: Staffing and Management Area 3: Past Performance Area 4: Price

AREA 1-TECHNICAL APPROACH:

The Government will evaluate the offeror’s technical approach based on the offeror’s ability to demonstrate a full understanding of the requirements and ability to successfully perform the work listed in both the BPA and first BPA call order Statements of Work. The Government will evaluate the contractor’s ability to address the information listed in the Instructions to Offerors Addendum. The Government will look at the quality and thoroughness of the technical information submitted and evaluate whether the contractor’s methodology would provide a successful solution to the Government’s requirement.

AREA 2-STAFFING AND MANAGEMENT:

The Government will evaluate whether the contractor has a valid CommScope certification and whether the offeror’s employees proposed have the skillset, education, qualifications, experience and certifications needed to perform the work.

The Government will evaluate the offeror’s Management Plan to ensure that the contractor has an appropriate management structure to oversee the Government’s requirements. It will evaluate the manager’s ability to maximize the efficiency and effectiveness of the proposed labor mix and provide synergistic returns.

The Government will evaluate the offeror’s Quality Control Plan to determine that it provides details needed to ensure and increase the likelihood that the offeror is able to perform this service sufficiently and successfully.

AREA 3-PAST PERFORMANCE:

The Government will evaluate each past performance reference to determine whether it is relevant in terms of size, scope and complexity to the requirement stated in the SOW. Projects deemed not relevant will not be considered for further evaluation.

The government will rate relevant past performance references by reviewing the corresponding past performance questionnaire submitted according to the Instructions to Offerors and any corresponding CPARs past performance assessments. The government will also consider subjective information such as relevant facts, circumstances and knowledge of the offeror.

The government is seeking to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of high quality products and services. Offerors shall demonstrate their adherence to delivery schedules, including those for administrative reporting. Offerors shall illustrate their reputation for reasonable and cooperative behavior and commitment to customer satisfaction.

Past performance will be evaluated as a measure of the Government’s confidence in the Offeror’s ability to meet technical requirements, deliver quality products, and meet the cost and schedule requirements of this project. At least two (2) but no more than three (3) relevant past performance experiences are requested per Task Area.

AREA 4-PRICE:

Price proposals will be evaluated to ensure completeness and reasonableness to perform the work for the first BPA call order defined in ATTACHMENT II: BPA Call Order #1 SOW (S01 Attachment II-BPA Call Order 1 SOW.docx) and ATTACHMENT III: Design Specs (Attachment III-Data Drawings - Base Package 001 - EXIM CommScope Data Drops.pdf).

As part of its evaluation, the Government will consider not only the labor rates and discounts but also the specific labor mix, hours, materials costs and ODCs associated with the price proposal.

The Government will also evaluate the pricing for the labor mix for the base year period and all four option year periods to ensure it’s reasonable and realistic.

RATINGS:

The Government will evaluate each proposal on a Pass/Fail basis as defined below. Offerors receiving a “Pass” rating will earn a BPA award. The offeror providing the lowest priced “Pass” rating will also receive the award for the first BPA call order defined in ATTACHMENT II: BPA Call Order #1 SOW (S01 Attachment II-BPA Call Order 1 SOW.docx) and ATTACHMENT III: Design Specs (Attachment III-Data Drawings - Base Package 001 - EXIM CommScope Data Drops.pdf).

The quote’s technical approach meets or exceeds the stated requirements in the BPA and first call order SOW. The response is considered complete in terms of the basic content and level of information the Government seeks for evaluation. If the offeror were to receive a BPA call for cabling work, there is a good probability of success and little risk that the offeror would fail to meet the quantity, quality, and schedule requirements. Any weaknesses are minor and would not jeopardize the success of the requirement. Overall, the Government is confident that the offeror could perform cabling work based on the offeror’s past performance response.
Fail
The quote’s technical approach fails to meet the stated requirements in the BPA and first call order SOW. The response is considered incomplete or inadequate in terms of the basic content and level of information the Government seeks for evaluation. If the offeror were to receive a BPA call for cabling work, there is a low probability of success and considerable risk that the offeror would fail to meet the quantity, quality, and schedule requirements. There are either numerous minor weaknesses or several major weaknesses or deficiencies, which would jeopardize the success of the requirement. Overall, there is little to no confidence that the offeror could perform cabling work based on the offeror’s past performance response.
