1.0 Project Description- EXIM CommScope Cabling and Networking The Export-Import Bank of the US (EXIM Bank) is in the middle of trying to finish the Lafayette Building Renovation Project (see Background) with GSA. EXIM Bank is in the process of installing furniture and making final reconfiguration of space inside the building and IT systems within EXIM Bank’s facilities in the DC area. The current Network is only a few years old and this work is primarily for configuration/reconfiguration of existing work. EXIM Bank currently has rental furniture in place and is bringing in the final furniture which leads to re-cabling in some areas. The need is for a CommScope certified vendor to assist with the cabling and networking needs associated with the existing CommScope System including the reconfiguration of space, the continuation of the system, and the cabling of furniture and associated Wi-Fi.
Because EXIM Bank has a recurring requirement for CommScope cabling and networking, it intends to award a multiple award BPA to qualified contractors who are able to perform the work documented in this Statement of Work (SOW). This will enable EXIM Bank to meet its recurring needs as they arise throughout the life of this contracting vehicle.
This SOW supports EXIM Bank’s CommScope Cabling and Networking Project at the BPA level, which involves the installation of CommScope cabling at EXIM Bank’s Lafayette Building, M Street, and Smithsonian sites. Individual Statements of Work for specific BPA call orders will be issued to the BPA awardee(s) as the need arises.
1.1. Organization and Mission
EXIM Bank is an independent U.S. Government agency that helps finance the overseas sales of U.S. goods and services. To accomplish its mission of creating and sustaining jobs through exports, the Bank provides loans, loan guarantees and insurance products. The Bank provides export credit insurance to help U.S. exporters develop and expand their overseas sales by protecting them against loss should a foreign buyer or other foreign debtor default for political or commercial reasons and assists exporters by guaranteeing term financing to creditworthy international buyers for purchases of U.S. goods and services.
The objective of the EXIM Bank is to work towards leveling the playing field for American exporters by matching officially supported foreign competition and filling financing gaps. Successful implementation of this mission facilitates export sales that would not otherwise have gone forward. These “additional” export sales expand or maintain employment in sectors where jobs are both among the highest paid in the country and have extensive multiplier effects on the U.S. economy.
EXIM Bank does not compete with private sector lenders but provides export financing products that fill gaps in trade financing. We assume credit and country risks that the private sector is unable or unwilling to accept. We also help to level the playing field for U.S. exporters by matching the financing that other governments provide to their exporters.
EXIM Bank provides working capital guarantees (pre-export financing); export credit insurance (post-export financing); and loan guarantees and direct loans (buyer financing). No transaction is too large or too small. On average, 85% of the transactions directly benefit U.S. small businesses. The EXIM Bank is currently managing a portfolio of over $112 Billion in assets. This portfolio consists of loans, loan guarantees and insurance products for exports for U.S. goods and services.
EXIM Bank has a little over 400 employees that work in the various Offices and Divisions at the Bank.
2.0. Background
The Lafayette Building located at, 811 Vermont Avenue, NW, Washington, DC, 20571, is a 565,000 square foot, 12-story federal office building, which is being modernized/ renovated while the facility remains partially occupied. The Lafayette Building is a National Historic Landmark. The modernization will provide energy efficient building systems, modern office spaces, window blast screens and a refurbished exterior façade with bronze and steel windows. EXIM Bank currently occupies space a small amount of space on the First floor, along with floors 8-12 in their entirety. Floors 2-7 will be occupied by the Department of Veteran Affairs within the next few months. The project is seeking a Gold rating under the LEED© New Construction and Major Renovations standard. The Lafayette building is in the final phases of becoming a LEED Gold Historic Renovation building. The Agency has a requirement for the installation of CommScope certified cable and/or wiring to support its infrastructure. The current CommScope system is existing and is only a few years old. Final furniture has been placed in approximately 50% of the space that EXIM Bank occupies in the Lafayette building, including Floors 1, 8-12, Basement, Sub-Basement, and Penthouse. The primary network cabling is in a full operational status and will need to be added into as needed, while maintaining full operational status. Small sections of the building will be reconfigured at a time.
EXIM Bank also has an ancillary site located on M Street in Washington D.C. and an ancillary site located in Herndon, VA that the contractor may be required to service. The locations of these sites appear in SOW Section 2.10. EXIM Bank DC Metropolitan Area Work Sites.
2.1. General Description of Requirements
The contractor will be responsible for all parts, labor and other hardware directly associated with the structured cabling plant tasking including, but not limited to:
· Project Management, Scheduling, and Quality Assurance
· Permits, Licenses, Inspection Scheduling, and Fees
· All Installation Activities
· Periodic Field Observations Reports
· Inspections and Tests
· Final Acceptance and Work Closeout
· Warranty for hardware and systems as installed
· Safety
· Deliverables – (i.e. Red Line drawings, Test Reports, Schedule, Project Support Agreement, etc.)
· Integrated Product Team (IPT) weekly conference call updates
· Coordinate work with other contractors on-site
· CommScope specification standards
2.2. Cabling Requirements
All cabling requirements for this task will be provided in work-specific SOWs. The contractor shall adhere to CommScope standards and match the existing system and installed work to the greatest extent possible.
Cabling tasks may include:
· Voice Cabling
· Material acquisition, shipment, staging and installation CAT 6E (4 Pair, and 25 Pair) and Optical Multimode 3 (OM3) fiber cables. These cables will be pulled, terminated and tested. They will be machine labeled. Total number of drops
· Standard copper horizontal cable installations include CAT6 4 pair cabling
· Data Cabling. Material acquisition, shipment, staging, installation, and test of copper and Single Mode (SM) or Multimode (MM) fiber cabling in accordance with industry standards.
· The contractor shall procure, install and test all data cabling to include active equipment cabling to the buildings’ point of demarcation as specified in the Installation Design and Package (Attachment H). Total number of drops
· Cable Television (CATV) and Close Circuit Television (CCTV) Cabling. Material acquisition, shipment, staging, installation, and termination of Radio Grade-6 (RG-6) cables. These cables will be pulled from and to specified locations in the cable run sheets (see Attachment H). All cables will be machine labeled and tested in accordance with specified industry standards.
· Agency site personnel will designate specific locations within the Data Closets to ensure sufficient cable length to terminate to service providers feed at time of installation.
· Cable tray cable support devices and systems
· Racks and cabinets for new hardware, as well as, cleanup and straightening of existing wiring.
· Heating, Ventilation and Air Conditioning (HVAC) requirements
· Power requirements – Dedicated circuits
· Grounding and bonding
· Backboards
· Work with Systimax Controllers - layout and mapping.
· Fiber
· Inside Plant (ISP) riser and horizontal pathways
· Other cabling as may be needed for system integration and current technology
· General Cabling. Material acquisition, shipment, staging and installation of general cables. These cables will be pulled to and from specified locations only. They will be machine labeled and left for termination by others.
2.3. Cable Environmental Requirements
Where EXIM Bank has not specified a specific type of cable to be installed, the contractor shall provide the type of CommScope cable associated with industry-best practices as appropriate for the locations where cable is to be installed.
The completed installation shall function correctly in the expected environment.
The following list gives examples of the kinds of cables, which the contractor may consider in preparing their offer.
· Riser-rated cables for riser installations
· Plenum or Low–Smoke, Zero-Halogen (LSZH) cables
· Armored cables to protect a cable from tampering
· Foam-filled, water-resistant, chemical-resistant and temperature-rated cables where appropriate for outside plant installations and other installations where extreme conditions exist
Contractors may request a site visit to ascertain local conditions and shall coordinate with the COR when providing recommendations.
2.4. Cable Testing Requirements; Category 6 Copper Cable
The Category 6 portion of the cabling system shall comply with the link and channel performance requirements of ANSI/TIA/EIA 568-B.2-1 “Performance Specifications for 4-pair 100 Ohm Category 6 Cabling.”
Category 6 cabling systems shall be performance verified using an automated test set. This test set shall be capable of testing for the continuity and length parameters defined above, and provide results for the following tests.
· Insertion Loss
· Pair-to-Pair Near End Crosstalk (NEXT)
· Power Sum Near End Crosstalk (PSNEXT)
· Equal Level Far End Crosstalk (ELFEXT)
· Power Sum Equal Level Far End Crosstalk (PSELFEXT)
· Return Loss
Test results shall be printed directly from the test unit or from a download file using an application from the test equipment manufacturer. The printed test results shall include all tests performed, the expected test result and the actual test result achieved.
2.5. Cable Testing Requirements: Fiber Optic Cable
Each fiber strand shall be tested for attenuation with an optical power meter and light source. Cable length shall be verified using sheath markings. If splices are used, splice attenuation shall be verified with an Optical Time Domain Reflectometer (OTDR).
Horizontal distribution multimode optical fiber attenuation shall be measured in bi-direction at either 850 nanometers (nm) or 1300 nm using an LED light source and power meter. Single mode optical fiber attenuation shall be measured in bi-direction at 1310 nanometers (nm) or 1550 nanometers (nm) using an LED light source and power meters.
Backbone multimode fiber shall be tested at both 850 nm and 1300 nm in one direction. Test set-up and performance shall be conducted in accordance with ANSI/TIA/EIA-526-14 Standard, Method B.
2.6. Local Codes, Licensing, and Permit Requirements
In the performance of this task order, the contractor agrees to abide by all laws, codes, rules and regulations set forth with regard to the equipment by municipal or State authorities having jurisdiction in effect on the date of this task order. The contractor shall be responsible for obtaining all local licenses and permits. This section applies to all tasks associated with this task order.
2.7. Security Requirements
Project is “Unclassified.”
The contractor shall coordinate with the COR and EXIM Bank Security to gain access to work within the building.
2.8. Period of Performance
EXIM Bank anticipates awarding a BPA to cover CommScope cabling requirements as the need arises for the next five calendar years. The BPA will be in effect roughly as follows:
Base Period: On or about 6/12/17 through on or about 6/11/18 Option Period I: On or about 6/12/18 through on or about 6/11/19 Option Period II: On or about 6/12/19 through on or about 6/11/20 Option Period III: On or about 6/12/20 through on or about 6/11/21 Option Period IV: On or about 6/12/21 through on or about 6/11/22
The initial work/first BPA call order (see ATTACHMENT II for the SOW) will also begin on or about 6/12/17 and is expected to last between 9 and 10 months; however, contractors will have until 6/11/18 to complete the first BPA call order.
2.9. Hours of Operations
The contractor shall perform during standard construction working hours for the region (7:30 AM – 4:00 PM), However deviations may occasionally be required. These deviations must be approved by the COR.
2.10. EXIM Bank DC Metropolitan Area Work Sites
Under this BPA, the contractor is required to provide services at the following DC metropolitan area EXIM Bank work sites:
Lafayette Building 811 Vermont Ave., NW Washington D.C., 20571
M Street Site Address 131 M Street, N.E.
Washington D.C. 20002
Smithsonian Site 380 Herndon Parkway Herndon, Virginia 20170
2.11. Local Travel
If travel within the local vicinity is required, travel reimbursements for local travel are not authorized; neither is the use of a Government vehicle.
2.12. Personnel Requirements
The contractor has the ultimate responsibility for managing the order, for achieving the expected performance results, and for determining the appropriate staffing in support of its technical approach. The following are the minimum requirements the contractor must adhere to under this BPA:
· The contractor shall provide experienced and certified personnel (to include CommScope certification) to perform the required services.
· The Government and the contractor understand and agree that the services to be delivered are non-personal.
· Contractor personnel shall conform to standards of conduct and code of ethics, which are consistent with those applicable to Government employees. Contractor personnel shall obtain authorization to have access to Agency support sites and Government facilities, and shall obtain
· Common Access Cards (CAC) for computer access, if required.
· All contractor employees must be fluent in spoken and written English [optional].
· All personnel shall be United States Citizens [Optional to task requirements].
· Background Checks: The contractor, when notified of an unfavorable determination by the Government, shall withdraw the employee from consideration from working under the order.
· The Contracting Officer may require the contractor to remove from the job site any contractor employee who is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. In cases other than one of immediate need a written request stating the reasons for the removal should be provided 24 hours in advance to the contractor by the proper authorities.
· In order to ensure a smooth and orderly startup of work, it is essential that the key personnel specified in the contractor's proposal be available on the effective date of the order. If these personnel are not made available at that time agreed upon, the contractor must notify the Contracting Officer 5 days in advance to show cause. If the contractor does not show cause, the contractor may be subject to default action.
· The contractor-supplied personnel are employees of the contractor and under the administrative control and supervision of the contractor. The contractor, through its personnel, shall perform the tasks prescribed herein. The contractor must select, supervise, and exercise control and direction over its employees (including subcontractors) under this order. The Government shall not exercise any supervision or control over the contractor in its performance of contractual services under this order. The contractor is accountable to the Government for the action of its personnel.
· Changes or modifications to the SOW can only be made by the Government Contracting Officer.
2.13. Special Qualifications and Certifications
All contractors performing work under this BPA must have the appropriate CommScope Certification for their company.
2.14. Contractor Furnished Equipment (CFE)
The contractor shall furnish all necessary tools, equipment and materials required for performing all work associated with the completion of this requirement, which also includes testing and installation
All material and equipment identified on the network design package to accomplish this task will be furnished by the contractor. The contractor will purchase, ship, move, store, inventory, and handle installation material that is identified as CFE. Excess materials and prescribed spares shall be turned over to the COR at the completion of the project.
The contractor shall furnish everything needed to perform this BPA according to all its terms and conditions as stated in specific sections of this SOW. Such property includes, but is not limited to equipment, material, supplies, repair parts, vehicles, data processing equipment, safety clothing, identification system camera and badges, and timekeeping system and facilities.
2.15. Incidental Construction
EXIM Bank may solicit incidental and non-severable construction requirements associated with specific BPA call order requirements if such requirements support the solution.
2.16. Biobased Specifications
The Contractor must comply with Section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order (EO) 13423, “Strengthening Federal Environmental, Energy, and Transportation Management,” and the Federal Acquisition Regulation to provide biobased products.
The Contractor shall utilize products and material made from biobased materials (e.g., insulating foam, composite panels, and concrete and asphalt release fluids) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR).
The following is an example list of products that may be used in this contract for minor construction for which biobased products are available. The list is not all inclusive. It is desirable that vendors be able to supply the greatest number of biobased products listed meeting the health and environmental specifications.
Graffiti and grease removers Insulating foam Concrete and asphalt release fluids Fluid-filled transformers Wood and concrete sealers Composite panels Adhesive and mastic removers Carpets Roof coatings Hydraulic fluid Water tank coatings
Biobased products that are designated for preferred procurement under USDA’s BioPreferred program must meet the required minimum biobased content as stated in the USDA Final Rule available at www.biopreferred.gov. The Contractor should provide data for their biobased products such as biobased content and source of biobased material (i.e. particular crop or livestock).
In addition to the biobased products designated by the U.S. Department of Agriculture in the BioPreferred Program, the Contractor is encouraged to use other commercially available biobased products.
The Contractor shall submit with the initial proposal a complete list of biobased products, indicating the name of the manufacturer, cost of each material, and the intended use of each of the materials that are to be used in carrying out the requirements of the contract.
Additionally, the winning Contractor on each anniversary date of the contract shall compile a complete list of biobased products, including the information above, purchased to carry out the contract requirements. The Contractor shall list volume to be used and total cost for each individual product. This information will be used for reporting purposes.
The Contractor shall comply with the provision at FAR 52.223-1, Biobased Product Certification.
The Contractor shall comply with the clause at FAR 52.223-2, Affirmative Procurement of Biobased Products Under Service and Construction Contracts.
Within thirty (30) days of contract award, the Contractor shall submit a Minor Construction Plan. This submittal shall be approved by the COR in writing. The Contractor shall not commence work until this submittal is approved by the COR in writing.
The Plan must be reviewed and updated annually, and as required by the COR. The Plan must contain and define the following elements: The Contractor’s written policy stating its commitment to the use of biobased products, employee health and safety, and sound environmental management practices.
Detail on how the Contractor intends to keep abreast of the development and increasing availability of designated and non-designated biobased products and how any new or improved products will be incorporated on an ongoing basis into contract performance.
Proposed biobased construction products which must be selected in accordance with the criteria included above. At a minimum, the Plan must identify products by brand name for each of the product types.
NOTE: A Contractor may propose more than one product within a product category and/or propose a product or products addressing more than one product category.
The product guides which define standard operating procedures for instructing staff in the proper use, storage, and disposal of biobased products; proper maintenance of equipment; and other procedures/instructions to accomplish work under this contract.
The Contractor shall provide data on the quantity and dollar values of biobased products used in this contract. The data will be submitted to the COR quarterly.
A demonstration of proper use, an effective training program, and technical assistance are essential to the success of the purchase and use of some biobased products that may function differently than a conventional product. Therefore we will look for a Contractor who will 1) demonstrate products, and 2) when selected, offer any necessary training to all of the construction staff and 3) be available with technical assistance to trouble shoot problems.
3.0. Scope of Work
The contractor shall provide CommScope cable installation services necessary to complete sections of work required at EXIM Bank’s work sites in the DC metropolitan area including but not limited to: cabling to desktops, work to cable and integrate conference rooms and video monitors, clean up of racking systems, and mapping and cabling of Systimax Controllers and Wi-Fi components. The contractor will provide project management and cable installation services and will coordinate these activities with the COR and other stakeholders.
3.1. Task 1: Project Management
The contractor shall utilize the Government furnished construction schedule milestones and installation schedule for all cable and wiring tasks.
Project Management/Kick-Off Meeting: Within seven (7) business days following the BPA award date, the contractor shall attend a Kick-Off Meeting to review task order goals and objectives and to discuss technical requirements, administrative matters, security requirements, Government Furnished Information (GFI)/Government Furnished Materials (GFM)/GFE, the milestone schedule, review cycles, and invoicing. At the meeting the contractor shall present its plan for controlling the task costs and schedules.
Upon execution of a BPA call order by the Contracting Officer, the contractor shall conduct site surveys at each site location identified in the Government furnished blueprint.
The contractor shall use the type of survey required by the situation. To the extent possible telephonic coordination shall be used, but there will be times when a basic or complex site survey shall be necessary.
Included in a site survey report, the contractor shall validate Government location wiring and other underlying resources needed for coordinated reuse as appropriate; this includes but is not limited to Government interface equipment compatibility, equipment requirements, space and power requirements, uninterrupted power supply (UPS), server location, etc.
When the BPA call order requires installation of equipment at the Government facility, the contractor shall coordinate with the COR for the installation. The contractor shall contact the site COR at least fifteen (15) calendar days prior to the survey. The Government will provide the COR’s contact information after the BPA award.
In performing a basic or complex site survey, the contractor shall dispatch qualified technician(s) with the required clearance level to the Government identified service location, assess the site conditions, and prepare a site survey report.
Site survey results shall be provided to the EXIM Bank COR and any other identified personnel within five (5) working days following the survey.
If EXIM Bank does not already have sufficient detailed planning information, inventories, and drawings, it may require the contractor to provide initial technical planning and design services.
The contractor shall provide an overall cable and wiring design with a manufacturer’s warranty to support CommScope performance standards in the designated site buildings for ten or more years that will focus on current and future technology evolutions.
The contractor shall provide project planning and design services. These activities include preparation of on-site inventories of cables and equipment. If EXIM Bank does not already have sufficient detailed planning information, inventories, and drawings, it may require the contractor to provide initial technical planning and design services.
The contractor shall provide documented detailed cable run specifications and drawings, as appropriate, to meet the needs of the cable and wiring task.
The contractor shall provide documentation that includes available overall cable and wiring options, including shared fiber backbone, vertical riser cable, cable management cabinet racks, and a horizontal cable design for Government review and acceptance in advance of the installation. The contractor shall provide specific recommendations for an optimal solution.
The contractor shall provide a detailed materials list covering the expected equipment, racks, copper and/or fiber cables, and other materials necessary to complete the task.
The results of this effort shall include the preparation and delivery of the following documentation:
· Inventories
· High-level Cable and Wiring Design
· Detailed Network Design [if required]
· Cable Run Specifications
· Power Requirements Specification
· Materials List
The COR and/or a Technical Point of Contact (TPOC) will perform a post-installation inspection prior to the exit time of the contractor.
The contractor shall understand that this task will not be considered as fulfilled until every aspect of the BPA call order SOW, drawings, and final acceptance testing is completed and determined to be in compliance and acceptable by the COR and the TPOC.
The contractor must have all invoices submitted to IPP in accordance with the invoice instructions no later than 120 calendar days after the project completion date.
3.2. Task 2: Cable Installation
The contractor’s designated lead representative shall coordinate the efforts of the contractor teams and shall report to EXIM Bank’s designated COR.
Contractors must present and conduct themselves in a professional manner, at all times, while in EXIM Bank space.
The contractor must adhere to Occupational Safety and Health Administration (OSHA) safety regulations and precautions, while working inside and/or outside of EXIM Bank space and shall take standard precautions for electrical, trip and fall hazards and wear appropriate safety equipment as required.
The contractor shall specify power requirements, including locations and voltage/current demands and document these in a power requirements specification.
The contractor shall seal all openings and penetrations created during the installation to meet or exceed applicable local fire code regulations.
All installed cables shall be clearly machine labeled. Acceptable label types will be at EXIM Bank’s direction and with the current naming structure at EXIM Bank. The contractor shall machine label all cables IAW cable run sheets. The contractor will be liable for additional work required if cables are not labeled properly. Cables shall be labeled at both ends of the cable run, two inches behind the connector boot. Labeling information shall be in accordance with the label designations provided in the network design cable run sheets.
The contractor shall repair or replace any items they have damaged or destroyed during the performance of this task.
Clean-up of the work area shall be performed daily. Contractors are responsible for disposal of refuse generated in the performance of their duties. Onsite disposal is not an option. The contractor shall exercise reasonable effort to use equipment and practices that reduce impact upon the environment. Recyclable refuse (e.g., scrap wire, empty cans, plastic ware and shrink wrap, paper products, etc.) shall be collected by the contractor for recycling.
3.2.1. Network Infrastructure
The fiber network cabling portion of this task shall consist of installing a traditional fiber optic and CommScope CAT 6 distribution system.
Fiber Network enclaves will be terminated with industry standard LC color-coded, keyed connectors and cabling will be installed in accordance with the methodology specified in the provided drawing package and IAW connector find number specified in the cable run sheets. (CAT 6) 6 shall be terminated with color coded RJ-45 connectors IAW Installation Design package. No deviations from the specified installation methodology or parts/material list are permitted without prior approval of the Project Manager (PM) and the COR.
The contractor shall install patch cables from the data equipment ports to the patch panels’ IAW cable run sheets (for active ports only). Patch cabling must be neatly dressed and accurately labeled IAW provided network cable run sheets.
Cabling criteria: Each network connector must be color coded and keyed to system classification using industry standards to clearly identify each network enclave.
The connector color-code is per EXIM Bank’s direction. All patch cords shall be installed and labeled at the work area outlets. In open office areas in systems furniture, the cables shall be installed inside of the system furniture. In Private offices and conference rooms where wall boxes are installed, the cables shall be installed in the work area outlet and clipped to the face of the wall box.
The contractor shall segregate network cables in cable tray system by bundling each network’s cable into separate groupings. The contractor shall segregate network cables in J-hooks by utilizing a J-hook for one network only. The contractor shall secure cable to tray system utilizing color-coded tie wraps.
The contractor shall provide a service loop for each cable pulled at each end of ten (10) feet.
This task shall involve the installation, termination, labeling and testing of Fiber Optic cabling as specified in the network design drawing package. This effort will also include the installation of equipment racks, cable trays, patch panels, locking enclosures and power from a contractor installed Uninterruptable Power Supply and circuit breaker panel to equipment racks in the Communications Room.
The following subsections represent examples of additional task definition that may be useful in many cable and wiring jobs. These include such considerations as racks and trays, electrical power, equipment installation, testing, and labeling, among others.
3.2.2. Installation of Racks and Trays
The contractor shall purchase, provide and install cable tray over the designated equipment racks in the Communications Room. Cable tray will be 24”x 4” wire basket. Cable tray must be installed using manufacturers support and grounding requirements and connect to the office cable tray system. A dielectric break must be installed between the trays at the point of egress. Purchase, provide and install cable tray the entire perimeter of the data closets interior at a height to match the sleeves that are provided for routing of horizontal cable. The data closet cable tray supports shall be secured into wall studs.
The contractor shall purchase, provide and install equipment racks with the appropriate amount of vertical management channels as specified in the specific BPA call order’s network design drawing package. Racks will be secured to the floor and grounded IAW ANSI/TIA/EIA-607 Commercial Building Grounding and Bonding Requirements for Telecommunications. Network racks must meet Red/Black separation requirement of one meter, minimum.
3.2.3. Equipment Installation
Government furnished data communications equipment will be installed as directed.
3.2.4. Testing
The contractor shall perform polarity testing on the first End to (Workstation Patch Cord – Backbone- Horizontal-Workstation Patch Cord) circuits of each network enclave to ensure proper termination. This deliverable shall be provided to the COR by the contractor’s designated onsite representative verifying correct polarity.
The contractor shall perform power meter testing on the first End To End (Equipment Connect Patch Cord – Backbone – Horizontal – Workstation Patch Cord) circuits of each network enclave to ensure compliance with loss constraints. This deliverable shall be provided to the COR by the contractor’s designated onsite representative verifying correct polarity.
NOTE: End-to-end means all cables installed including pre-terminated jumpers from switch to patch panels and Work Area Outlet to PC.
3.2.5. Maintain Labeling Scheme
The Government will negotiate an appropriate labeling scheme with the successful contractor. At a minimum, the labeling system shall clearly identify all components of the system: racks, cables, panels and outlets. The labeling system shall designate the cable origin and destination and a unique identifier for each cable within the system. Racks and patch panels shall be labeled to identify the location within the cabling system infrastructure. All labeling information shall be recorded on the as-built drawings and all test documents shall reflect the appropriate labeling scheme. The labeling shall be machine-generated and affixed to the cable, faceplate, patch panel, rack or other hardware.
3.2.6. Install Active Equipment
The contractor shall assist site personnel in the installation of active equipment [e.g., switches, routers, servers, etc.] into cabling contractor installed equipment racks in the Communications Room
3.2.7. General Cabling
The contractor shall procure and install cables from point A to point B in accordance with the general cable run sheets and Floor Plans in accordance with CommScope standards.
This effort will consist of various copper and fiber cables including but not limited to RG-6, CAT-5E, CAT-6, 16-2 AWG STR, 22-4 AWG STR, 18-4 AWG STR (multi-conductor cables) and Indoor/Outdoor fiber. This installation will include pulling of fiber cables to main complex locations and outbuildings in accordance with the specific design package sent out with each BPA call order SOW.
This task will be started on the first day contractor personnel are onsite to commence work on a BPA call order and shall be completed NLT forty-five (45) calendar days from the start date.
The contractor shall provide a service loop for each cable pulled at each end of ten (10) feet.
The contractor shall machine label all cables IAW cable run sheets. The contractor will be liable for additional work required if cables are not labeled properly.
The contractor shall install J-hooks at 5 foot intervals to support non CAT6 cabling as required. This cable shall not be installed in the same J-hooks as data cables.
The contractor shall plan to provide a lift to support installation of cables in high bay areas and others not accessible by a ladder. The contractor must follow all OSHA fall protection requirements.
3.2.8. Provide Inventory Services
The contractor shall maintain inventory and coordinate with the COR or TPOC and installation team members for the issue of installation materials at the job sites. Identify items, in advance, and coordinate with EXIMBank’s COR for reorder.
