About this file
This is a Federal Compliance Certifications document for a Request for Qualifications issued by the City of Napa, California, in partnership with the U.S. Army Corps of Engineers (USACE) and the California Division of Safety of Dams (DSOD). The document outlines mandatory certifications and compliance requirements that proposing consulting firms must complete and submit as part of their Statement of Qualifications for the Conn Dam Stability Assessment, Spillway Improvements, and Feasibility Alternatives Study. The project comprises three phases: Phase One will produce a geotechnical data report due to DSOD by December 31, 2028; Phase Two will assess dam stability including deformation estimates under static and seismic conditions; and Phase Three will develop a feasibility alternatives analysis report addressing identified deficiencies including spillway improvements. The selected consultant must be a multidisciplinary engineering firm with specialization in dam engineering and capabilities in professional engineering, geotechnical, environmental, hydraulic, structural, dam safety, and economic evaluation services.
Proposers must certify compliance with all applicable federal statutes, regulations, executive orders, and grant conditions, including 2 CFR Part 200 Uniform Guidance and federal procurement requirements consistent with the Brooks Act. Required certifications include debarment and suspension status, lobbying activities disclosure, conflict of interest and organizational conflict of interest declarations, non-collusion affidavits, Equal Employment Opportunity compliance, Title VI Civil Rights Assurance, Americans with Disabilities Act certification, key personnel availability verification, Iran Contracting Act certification, and acknowledgment of federal compliance requirements. The project anticipates federal funding through USACE and references inclusion in the 2022 Water Resources Development Act (WRDA). All Exhibit C Forms certifications must be submitted as appendices to the Statement of Qualifications and do not count toward maximum page limits. Consultants and any proposed subconsultants are required to complete all certifications, and proposers must agree to immediately notify the City of any changes in circumstances during contract performance.
