About this file
This is a Federal Compliance Certifications exhibit document supporting the City of Napa's Request for Qualifications for the Conn Dam Stability Assessment, Spillway Improvements, and Feasibility Alternatives Study. The document outlines the compliance certifications and federal requirements that respondents must satisfy as part of their proposal submission. The project procurement follows a Qualifications-Based Selection (QBS) process consistent with 2 CFR Part 200 and the Brooks Act, as federal funding is anticipated for design and construction phases. The engagement is structured in three phases: Phase One focuses on generating a geotechnical data report due to the California Division of Safety of Dams (DSOD) by December 31, 2028; Phase Two involves assessment of the dam's stability including deformation estimates under static and seismic conditions; and Phase Three develops a feasibility alternatives analysis report addressing identified deficiencies, particularly known spillway issues. The selected consultant shall provide comprehensive multidisciplinary engineering services including professional engineering, geotechnical, environmental, hydraulic, structural, dam safety, and economic evaluation services.
The certifications document establishes the federal compliance framework that all respondents must acknowledge and certify, including compliance with applicable federal regulations, civil rights requirements, environmental standards, and procurement regulations. As the project anticipates federal funding through the U.S. Army Corps of Engineers (USACE) and was authorized under the 2022 Water Resources Development Act (WRDA), respondents must demonstrate compliance with federal funding source requirements and certifications. The document serves as a prerequisite component of the qualifications package, ensuring that selected consultants meet all necessary federal compliance obligations prior to contract award and execution of the engineering services agreement.
