About this file
This is a Request for Qualifications document issued by the City of Napa, California, for the Conn Dam Stability Assessment, Spillway Improvements, and Feasibility Alternatives Study. The City seeks qualified multidisciplinary engineering consulting firms to provide professional engineering, geotechnical, environmental, hydraulic, structural, dam safety, and economic evaluation services. The project consists of three phases: Phase One requires generation of a geotechnical data report for submission to the California Division of Safety of Dams by December 31, 2028; Phase Two involves assessment of dam stability with deformation estimates under static and seismic conditions; and Phase Three develops a feasibility alternatives analysis addressing identified spillway deficiencies and long-term reservoir expansion opportunities. Qualifications-based proposals are due October 29, 2026 by 4:00 p.m., with the top three ranked firms to be invited for oral interviews. The procurement follows the Brooks Act and 2 CFR Part 200 Qualifications-Based Selection process, with cost excluded from the evaluation phase and price proposals not to be submitted.
