About this file

This document is an Ability One Certification exhibit for RLP 36C25025R0078, outlining federal procurement requirements related to the AbilityOne program. Federal entities procuring services listed on the AbilityOne Procurement List must source those services from qualified nonprofit agencies (NPAs) designated for the blind or other severely disabled individuals, in accordance with 41 U.S.C. §8504 and AbilityOne Commission regulations. The procurement list is accessible at https://www.abilityone.gov/. When a lease includes custodial services on the AbilityOne Procurement List, the lessor is required to procure those custodial services from a qualified NPA designated by the AbilityOne Commission that is ready and able to perform the listed services.

Section 5 contains the Offeror Certification requirement, which applies only if AbilityOne services are unavailable. Offerors must document their contact with AbilityOne (including date, method, and person contacted) and provide a statement confirming that services for RLP# 36C25025R0078 are unavailable. If services cannot be obtained through AbilityOne, the offeror must list the known reason for unavailability and provide a signature and date. This certification template establishes the documentation necessary for government entities to proceed with procurement from sources outside the AbilityOne program when qualified NPAs cannot meet service requirements.
