About this file
This is a Quarterly Performance Measures and Deliverables exhibit for the Blackwater River Correctional Facility, prepared by the Florida Department of Corrections as part of Contract FDC-ITN-27-022 for the operation and management of a contractor-operated correctional facility. The document establishes comprehensive performance metrics across five key program areas: Individual Program Plans (IPP), Academic programs, Vocational/Career and Technical Education (CTE), Substance Abuse treatment, and Behavioral programming. Academic performance measures include GED certificate attainment rates, literacy program completion rates, and enrollment percentages for inmates with expected release dates within five years. Vocational/CTE measures track successful program completion, occupational completion points obtained, curriculum mastery at eighty percent or higher, and participation by inmates nearing release within three years. Substance Abuse measures focus on appropriate assignment of inmates to treatment based on priority ranking, successful program completion rates of at least sixty percent, and negative drug test percentages for both enrolled and non-enrolled inmate populations. Behavioral and Release Preparation measures assess major disciplinary report reductions among inmates completing behavioral programming, employment document preparation, and completion of transition and release plans prior to inmate release.
The document does not contain pricing information, set-asides, incumbent details, funding sources, or contract term specifications. As a performance measurement framework, it establishes baseline expectations and reporting requirements for the contractor's operations at Blackwater River Correctional Facility during quarterly reporting periods. The metrics emphasize rehabilitation and reentry preparation, with particular focus on vulnerable populations including youthful offenders and inmates nearing release. The Mandatory Literacy Program represents a legislative mandate under Florida Statute 944.801(i) requiring 150 hours of instruction for applicable offenders. Reporting is structured with numbered rows for data entry and includes specific calculation methodologies for each performance indicator to ensure consistent measurement and accountability.
