About this file

This document is a Security Unit Price List (FSL II) template used in federal real estate lease agreements to itemize and price security countermeasures and improvements required at leased facilities.

The form requires lessors to quote unit prices and quantities for Building Specific Amortized Capital (BSAC) items identified in the lease's Security Requirements section, with final pricing subject to negotiation before issuance of a Notice to Proceed. Security countermeasures are organized across seven categories: Facility Entrances, Lobby, Common Areas, Non-Public, and Utility Areas; Interior Government Space; Sites and Exterior of the Building; Security Systems; Structure; Operations and Administration; and Cybersecurity. Specific pricing items include video surveillance system design and installation, intrusion detection system design and installation, duress alarm design and installation, security systems design, window locks with IDS monitoring, and secure air intake grilles. Items designated as "Priced in Shell," "Priced in Tenant Improvements," or "Government Provided" are listed for alignment with Security Standards requirements but should not be priced on this document; those costs should be included on a separate TICS form if provided. The spreadsheet automatically calculates row totals from unit price and quantity inputs for BSAC items (light blue highlighted), and leasing specialists must modify the baseline security paragraphs and corresponding lines if the lease's Security Requirements section is adjusted. The document is dated October 2024 and requires insertion of lease number, client name, city and state, and completion date post-award.

The Building Specific Amortized Capital (BSAC) amount under the Lease represents an estimate of the possible countermeasures outlined under the Security Requirements section of the lease. The actual BSAC amount shall be determined after the final design. Using this form, the Lessor shall quote unit prices on all security countermeasures identified in the Lease, as reflected in the final Design Intent Drawings (DIDs) and Construction Documents (CDs). These unit costs shall be subject to further negotiation, prior to issuance of a 'Notice To Proceed' for the security improvements. Refer to 'Security Standards' attachment to the Lease for additional details.

Input 'Unit Price' and 'Quantity' figures for BSAC items (light blue) and the total will automatically be calculated for that row. Items designated as 'Priced in Shell', 'Priced in Tenant Improvements', or 'Government Provided' are included on this form to align with the full requirements of the 'Security Standards' attachment, but should not be priced on this document. SHELL and TI costs should be included on a 'TICS' form if one has been provided by the Government. Lease-specified overhead fees on the BSAC amount can likewise be calculated on the TICS form by transferring the BSAC 'Total Costs' calculated at the bottom of this worksheet to the TICS form according to the instructions on that document.
