About this file
This is a mandatory E-Verify affidavit exhibit for RFQ/P #43-011 issued by Hall County, Georgia's Department of Financial Services, Purchasing Division. The affidavit pertains to the Abatement of Nuisance Properties and Demolition of County Owned Properties contract, which was solicited with a proposal submission deadline of 2:00 P.M. EST on Thursday, August 11, 2022. The contract is structured as an on-demand service agreement with an initial one-year term and the option for up to four additional one-year renewals. The scope of work includes abatement and demolition services, asbestos and lead-paint testing and removal, and debris removal and disposal. Hall County required all contractors and subcontractors to register and participate in the federal E-Verify program operated by U.S. Citizenship and Immigration Service (USCIS) to verify work authorization for all newly hired employees, in compliance with the Georgia Security and Immigration Compliance Act (O.C.G.A. 13-10-91) and the Immigration Reform and Control Act of 1986 (IRCA).
The affidavit serves as a mandatory compliance requirement, with separate forms required from both prime contractors and subcontractors. Each contractor and subcontractor must provide their E-Verify user identification number and date of authorization, and attestation of continued participation throughout the contract period. The affidavit must be notarized and submitted with the bid proposal; failure to provide the completed affidavit or to maintain E-Verify compliance constitutes a material breach of contract. Upon notice of breach, contractors are entitled to a ten-day cure period to provide evidence of compliance. If the breach remains uncured, Hall County retains the right to pursue all available remedies, including contract termination and damages. Proposal submittal documents were available through Hall County's Bids & Proposals website or directly via SmartFile download using provided guest credentials.
