About this file

This document is Section 014100 of the FermiForward Quality Requirements specification, effective October 2025, establishing mandatory quality control standards for subcontractors.

The subcontractor bears full responsibility for implementing a Quality Control program encompassing all on-site and off-site work, including activities by suppliers, sub-tier contractors, technical laboratories, and consultants. The program must address safety, submittal management, testing, inspection, and all quality construction functions. A quality responsible person must be designated, with a dedicated Quality Control Project Manager potentially required depending on project size and complexity. Subcontractors must submit a Corporate Quality Assurance Plan with their bid or proposal; failure to do so may result in a non-responsive bid determination. The plan must address 17 specific elements: purpose, roles and responsibilities, scope, organizational chart, requirements verification, document control, submittals/procurement processes, material and equipment control, turnover records, procedures, three phases of control (preparatory, initial, and follow-up), suspect/counterfeit item monitoring, nonconformance handling, lessons learned processes, continuous improvement, inspection and testing with personnel qualifications and equipment calibration, Definable Features of Work with associated activities and documentation, and commissioning processes. Appendix C provides a standard Quality Assurance Plan template for contractors without an existing corporate plan, covering quality objectives, inspections (pre-work, in-process, and final), testing requirements, nonconforming work documentation and correction, daily records maintenance, corrective and preventive actions, personnel training, and project closeout requirements including punch list completion and warranty documentation.
