About this file

This document is a material specification for three-phase pad-mounted transformers issued by Northern Wasco County Public Utility District (PUD). The specification details comprehensive technical requirements for transformers designed for outdoor operation and installation on concrete pads to provide power to commercial, industrial, agricultural, and institutional loads. The transformers must meet specific standards from NEMA, ANSI, and IEEE, with particular requirements including 12,470 Grounded Y/7200 distribution system compatibility, six high voltage bushing wells, load break inserts, and a specified BIL rating of 95kV on the high side and 30kV on the low side. Transformers can have low voltage ratings of 208Y/120 or 480Y/277, and those 500kVA and larger will include four taps (two 2.5% above and two 2.5% below normal).

The specification includes detailed requirements for core-coil assembly, oil specifications, pressure relief devices, tank finish, labeling, testing, and warranty provisions. The transformers must use copper windings and a less-flammable, biodegradable dielectric coolant with zero PCBs. The manufacturer must provide certification of test results, and transformers are subject to evaluation based on compliance with standards, purchase order requirements, transformer losses, and product quality. The warranty covers 12 months from installation or 18 months from delivery, whichever occurs first. Bidders are required to complete Exhibit A (Bidder's Data Sheet) and Exhibit B (Deviation from Standard) forms, providing comprehensive details about the proposed transformers.
