About this file
This document is an informational exhibit from the Texas Health and Human Services Commission (HHSC) and Department of State Health Services (DSHS) regarding the HHS Online Bid Room submission process for solicitation HHS0017167, which concerns the design, engineering, fabrication, and installation of a permanent shade awning structure at Building 634 of the Austin State Hospital campus. The solicitation requires bidders to submit responses by April 9, 2026 at 10:30 AM Central Time, with mandatory on-site visits scheduled for March 24, 2026 at 10:30 AM and March 25, 2026 at 1:00 PM. The awning structure specifications include an oversized hip roof design measuring 44 feet long by 23 feet wide with a 10-foot entry height and 14-foot-7-inch summit height, constructed with NFPA 701 compliant high-density polyethylene fabric and meeting 2024 International Building Code standards with 115 miles per hour wind load capacity. The contract will commence upon award and run through August 31, 2026, with an option for one-year extension. Bidders must demonstrate a minimum of five years of relevant experience, provide three verifiable references, and submit shop drawings and sealed design documents.
The document specifies that bidders may submit responses electronically through the HHS Online Bid Room or through other methods identified in the solicitation package. All prospective bidders must complete a multi-step account registration process through the IAMOnline portal, which may require several days to process; applicants with existing Enterprise Portal or IAMOnline accounts must register with a different email address as the system does not permit duplicate email addresses across accounts. The registration link remains active for seven days only, and bidders are cautioned that late submissions will not be accepted. Bidders must maintain comprehensive insurance coverage including $1,000,000 limits for workers' compensation employer's liability, commercial general liability, commercial automobile liability, professional liability errors and omissions, and umbrella liability, and must provide firm, fixed pricing covering all labor, materials, equipment, and related expenses with minimum warranties of ten years for steel frame structural integrity, eight years for fabric awning and components, and one year for powder coating and labor. No set-asides or organizational eligibility restrictions have been identified, no incumbent vendor has been listed, and specific award values or budget ranges have not been disclosed.
