About this file

This Addendum No. 1 document, issued by the Texas Health and Human Services Commission (HHSC), provides supplemental information for Invitation for Bids (IFB) #HHS0017167 regarding shade awning installation at Building 634 of the Austin State Hospital Campus. The project requires design, engineering, fabrication, and installation of a permanent shade structure featuring an oversized hip roof design with nominal dimensions of 44 feet long by 23 feet wide by 10 feet entry height and a summit height of 14 feet 7 inches, constructed with NFPA 701 compliant high-density polyethylene fabric and meeting 2024 International Building Code standards. The structure must withstand 115 miles per hour wind loads, 5 pounds per square foot snow loads, and 5 pounds per square foot live loads, with the shade structure positioned to start approximately six feet away from the building on new concrete drilled pier footings with recessed base plate and anchor bolted mounting. The addendum includes mandatory on-site visit sign-in sheets documenting attendee participation from March 24, 2026 at 10:30 AM and March 25, 2026 at 1:00 PM, responses to twelve vendor questions addressing structural design elements and specifications, and a mockup image example. The solicitation response deadline is April 9, 2026 at 10:30 AM Central Time.

Bidders must submit firm, fixed pricing covering all labor, materials, equipment, and related expenses, with minimum warranties of ten years for steel frame structural integrity, eight years for fabric and components including mold and mildew protection, and one year for powder coating and labor. No bid bonds are required; however, awarded vendors must provide comprehensive insurance coverage including $1,000,000 limits for workers' compensation employer's liability, commercial general liability, commercial automobile liability, professional liability errors and omissions, and umbrella liability. Bidders must demonstrate a minimum of five years of relevant experience and provide three verifiable references. The contract will commence upon award through August 31, 2026, with an option for one-year extension. No specific award value or budget range has been disclosed in the solicitation documents, and no incumbent vendor has been identified for this one-time procurement.

Solicitation Title: Shade Awning Installation in BLDG. 634 at Austin State Hospital Campus

Solicitation Number: HHS0017167

# Reference Question Response

1.

Is there a mockup somewhere in this information as to how you want this awning to look like

Please see mockup image in the addendum

2.

It seems that after the bid site visit, this is more of a canopy shade not a shade awning, please confirm.

The description for this would be a “free standing shade structure”.

3.

Please confirm that the shade structure is to start approximately six feet away from the building.

Yes, that is correct

4. Please provide how many columns are required?

The shade awning is an oversized hip roof design, the dimensions as stated in the IFB document include Nominal - 44’L x 23’W x 10’H (entry height) with a nominal summit height of 14’ 7”

Depending on the awarded vendor’s engineering/design teams the columns may include 6 or more columns or only just 4 columns.

It all depends on how the awarded vendor wants to design the framework to carry the required wind/snow loads

Effective Date 06/26/2015 Page 2 of 4 Reviewed Date 09/18/2025

5.

Please visit Section 7 & 7.1 in the IFB Solicitation Document

Is the vendor to use anchor bolts to existing concrete or to install new concrete pier footings?

If anchor bolts, please provide specifications of the bolts, size, etc.?

Please refer to IFB Section 7, 7.1,

b) Contractor shall provide, at minimum, with bid submission, the following:

3. Design and engineering documents for foundation piers and structure

And

c) 1. General Requirements:

vi. Drilled pier footings

vii. Recessed base plate and anchor bolted mounting

c) 2. Engineering Requirements:

i. – iv. - All

As described in these sections, there are no anchor bolts to existing concrete. As described, the spec requires new concrete drilled pier footings with recessed base plate and anchor bolted mounting.

The vendors engineering/design team will call out the pier and bolt size and specifications to meet the minimum wind, snow and live loads for this structure.

Effective Date 06/26/2015 Page 3 of 4 Reviewed Date 09/18/2025

6.

Please provide colors of the new columns and under fabric.

Color is to be determined

7.

How many miles per hour wind resistant is the shade structure to be? For example, is it to be hurricane wind resistant?

Wind loads: 115 miles per hour (MPH) minimum

Snow loads: 5 pounds per square foot (PSF) minimum

Live loads: 5 pounds per square foot (PSF) minimum

8. What color of the fabric is it to be? Color is to be determined

9.

After installing the columns, is the vendor applying concrete or asphalt as the top surface?

If any of the required new piers are located within any existing concrete, then the vendor would finish the top of the pier flush with the top of the existing concrete.

With the slightly tapered “pour back” top described below.

If the new piers are located in the grass area outside the existing concrete slab, then the vendor would finish the top of those piers at approximately 2” above existing ground level.

Typically, the very top finish for each pier would be a slightly tapered concrete “pour back” above the recessed base plate and anchor bolt mounting hardware. This would all be called out by the vendors engineering/design teams and be a part of the required documents/submittals

10.

Section 13 in the IFB Solicitation

Is a bid bond required with the bid

Bid bonds are not required for this solicitation, however as stated in section 13 in the solicitation document “The HHS Agency, in its sole discretion, may request additional evidence of insurance or bonds coverage as deemed necessary.”

11.

Section 13 in the IFB Solicitation

Is Builder's Risk Insurance required

Builder’s risk insurance is not required; however, the awarded vendor must have insurance, as stated in section 13 of the solicitation document “Failure to submit acceptable proof of insurance may result in the HHS agency revocation of the award.”

12. How old is the building We do not have this information, and it should not be relevant to this project as the shade structure will not be attached to the building at any point.
