About this file
Exhibit E is a Federal Affirmations document required for the Mississippi Community Development Block Grant Disaster Recovery (CDBG-DR) Residential Reconstruction and Rehabilitation Services solicitation (1411-26-R-RFQF-00001). This exhibit establishes mandatory compliance requirements that respondents must acknowledge and accept when federal funds are used to finance part or all of the contract consideration. The document outlines nine categories of federal affirmations covering debarment and suspension certification, Americans with Disabilities Act compliance, nondiscrimination requirements across multiple federal statutes, prevailing wage obligations under the Davis Bacon Act, and restrictions on lobbying activities for contracts exceeding specified thresholds.
The remaining affirmations address minority and women's business enterprise utilization, environmental standards compliance under federal legislation including the National Environmental Policy Act and Clean Air Act, historic property protection under the National Historic Preservation Act, and general compliance with all applicable federal laws and executive orders. Respondents must execute this exhibit by selecting "YES" to indicate acceptance and agreement to comply with all stated federal affirmations, and authorized signatories must provide their signature, printed name and title, telephone number, and respondent tax identification number. If the respondent is a corporation or other legal entity, corporate resolution or appropriate official documentation must be attached to verify the signatory's authority to legally bind the organization.
