About this file

This document is Exhibit C-1 Price Proposal Instructions for a Florida Department of Transportation (FDOT) contract, specifically for Operations (Major) services in District 4, which encompasses Broward, Palm Beach, Martin, St. Lucie, and Indian River counties, as well as the Miami-Dade Rail Corridor. The solicitation provides detailed instructions for bidders on how to complete the price proposal, requiring vendors to use the provided Excel-based Price Proposal Form and submit both electronic and printed copies. Bidders must provide unit rates for various categories including direct labor, field operations, equipment vehicles, sampling and treatment equipment, drilling, on-site recovery and treatment, construction/excavation equipment, miscellaneous equipment, expendables, analytical services, transportation and disposal, and bridge testing services.

The pricing instructions specify that rates must be inclusive of all associated costs, including overhead, fringe benefits, and operating margins. For work within District 4, no additional compensation will be provided for travel time, fuel, vehicle use, or personnel mobilization. The document outlines specific requirements for pricing different types of services, such as equipment rates (which include mobilization, maintenance, and fuel), analytical service turnaround times, and detailed specifications for bridge testing, including sampling of various materials and homogeneous areas. The contract allows for potential renewal periods, and while execution does not guarantee work authorization, the Department reserves the right to assign and remove work items based on evaluation criteria.
