About this file

Exhibit C is a geotechnical report prepared for the City of Altamonte Springs, Florida, in support of the Erosion Control Countermeasures project within the Little Wekiva River between State Road 436 and Montgomery Road. This document provides subsurface investigation data, soil classifications, and engineering recommendations essential for the design and construction of erosion control measures in response to Hurricane Milton damage. The project comprises four base bid site packages and one add alternate package involving articulated concrete block mats, gabion mattresses, gabion baskets, riprap placement, and storm pipe/structure removal and installation. The non-mandatory site visit occurred on February 25, 2026, with bids due by 11:00 a.m. on March 18, 2026. The Intent to Award Recommendation and Award of Bid were tentatively scheduled for April 7, 2026. The overall contract completion requirement spans 150 calendar days from the Notice to Proceed, with site preparation requiring a 14-day commencement and 5-calendar-day completion window, site construction requiring 90 calendar days, and final work requiring 30 calendar days.

The geotechnical report contained in Exhibit C serves as a critical supporting document for bidders preparing construction proposals, as it documents existing site conditions and subsurface characteristics that inform erosion control design decisions. Bidders must be Florida-licensed Certified General Contractors with a minimum five years in business and must comply with St. Johns River Water Management District permit requirements, Chapter 62-302 F.A.C. water quality standards, and applicable NRCS federal grant funding standards. The project is partially funded through the U.S. Department of Agriculture NRCS under the Emergency Watershed Protection program (Agreement No. NR254209XXXXC006, CFDA No. 10.923), incorporating 2 CFR 200.317-200.326 procurement requirements and prevailing wage standards. Bidders must submit a bid guaranty of not less than five percent of the total bid amount and provide performance and payment bonds equal to 100 percent of the contract amount upon award, with liquidated damages assessed at $2,667 per day for failure to meet the 150-calendar-day completion deadline and a 10 percent maintenance bond required for two-year repair guarantees.
