About this file

Exhibit C - Bid Price is a bidding document issued by the Washington State Energy Facility Site Evaluation Council (EFSEC) for Competitive Solicitation No. 2025-02, seeking environmental consulting services. The solicitation aims to award one contract to a contractor who will provide on-call environmental consulting services for reviewing and analyzing potential environmental impacts of proposed privately funded energy production facilities. The document specifically requests bidders to submit not-to-exceed (NTE) hourly rates for key personnel positions including Project Supervisor, Environmental Monitor, and Environmental Technician.

The bid pricing document requires bidders to complete a detailed rate table, with rates to include all costs except travel expenses. Travel costs will be reimbursed at EFSEC's discretion and in accordance with the Washington Office of Financial Management's State Administrative & Accounting Manual (SAAM), Chapter 10. The hourly rates submitted will serve as the maximum allowable rates for any subsequent Statement of Work, with bidders expected to provide competitive pricing for the specified environmental consulting roles. No specific contract value or funding source is explicitly stated in this exhibit, which appears to be part of a larger solicitation package for environmental consulting services.
