About this file

This is a Compensation Exhibit (Exhibit C) for a contract between the City of Palo Alto and a contractor to provide compressed natural gas (CNG) compressor repair and maintenance services for two fueling stations at the Municipal Services Center. The three-year contract runs from April 1, 2026, to March 31, 2029, and requires contractors to deliver quarterly preventative maintenance services (three times annually), annual comprehensive maintenance, and 24-hour emergency repair services with a 4-hour response time. The contract encompasses both a public CNG station with an Ariel Model JGP/1 compressor and three 4,000 psi storage tanks (built in 1993) and a non-public fleet-focused station with an Ariel Model JGP/2 compressor and three 5,500 psi storage tanks (built in 2007). Proposal submissions were due January 13, 2026, at 3:00 p.m., with questions accepted until December 29, 2025. Selected contractors must be certified technicians capable of conducting initial assessments and developing manufacturer-recommended preventative maintenance plans while maintaining regulatory compliance documentation throughout the contract term.

Compensation is structured on a not-to-exceed budget based on hourly rates for services performed during normal working hours, after-hours, and weekends/holidays, with an estimated annual parts and consumables budget of $10,000. The exhibit specifies quarterly and annual preventative maintenance service fees for each of the three contract years, with exact pricing amounts to be populated by the contractor during the bidding process. All prices are inclusive of labor, parts, equipment, transportation, miscellaneous overhead, and taxes. Contractors must provide evidence of financial stability through audited or reviewed financial statements, a letter of good standing, or a Dun & Bradstreet report. Additional services beyond the scope defined in Exhibit A require written proposals with detailed scope descriptions based on rates in Exhibit C-1 and must be authorized prior to commencement by John Dimas Flores, Project Manager. All expense payment requests must be accompanied by appropriate documentation and invoices.
