About this file

This is a Price Schedule exhibit for a detention mattress foam insert procurement issued by the State of Connecticut Department of Administrative Services on behalf of the Department of Correction under ITB 26PSX0126. The solicitation requests bids for fire-resistant CR SafGuard (Medium) latex compound foam inserts measuring 3 feet by 30 inches at 3-inch thickness. Proposals were due August 6, 2026 at 4:00 p.m. EDT. The State conducted a pre-solicitation meeting and site visits at Department of Corrections locations, for which vendors were required to submit a Background Collection Report Form at least 10 business days prior to attendance. Questions regarding the solicitation were due July 28, 2026 at 4:00 p.m. EDT, with answers posted as an addendum on July 9, 2026. The contract term length, renewal options, and estimated total value are not specified in the solicitation documents.

The price schedule establishes comprehensive physical and flammability requirements that foam inserts must meet, including density of 5.5 lbs./cu.ft minimum, indentation force deflection of 35±10 lbs measured at 2-inch thickness, compression set of 12 percent maximum, tensile strength of 8 lbs/sq.inch minimum, and tear strength of 2.0 lbs/inch minimum. Flammability standards include a radiant panel flame index maximum of 10 with no melting or dripping, NBS smoke chamber results not exceeding 100 for Ds at 90 seconds and 175 for Ds at 4 minutes, and peak heat release rate of 75 KW/m@ maximum. Vendors must provide manufacturer certification of conformance and test reports from independent laboratories demonstrating compliance to all specifications. Pricing submissions are on an as-needed basis with Free On Board Destination delivery terms; payment terms are vendor-specified. The State of Connecticut is exempt from federal and state excise, transportation, and sales taxes, which must not be included in bid prices. Award will be made to the lowest responsible qualified respondent evaluated on quality, conformance with specifications, delivery terms, price, administrative costs, past performance, and financial responsibility.
