About this file

Exhibit B - Performance Requirements is a solicitation document for Washington State Ferries (WSF) seeking a Fuel Hedging Program Advisor/Qualified Independent Representative (QIR) through a competitive Request for Qualifications and Quotes (RFQQ) numbered 2025 0523. The document outlines detailed performance requirements for a consultant to provide guidance on the Fuel Hedging Program, with the primary objectives of reducing WSF's exposure to fuel price volatility and achieving a lower overall long-term fuel cost. The solicitation requires bidders to demonstrate expertise in executing hedging strategies, communicating market insights, generating reports, participating in quarterly meetings, and representing public agencies in fuel hedging contracts.

The performance requirements are structured as mandatory scored (MS) criteria, with each requirement carrying 5 points and requiring bidders to provide written responses demonstrating their capabilities. Critical qualifications include recommending and executing hedging strategies, monitoring energy markets, representing public agencies as a QIR, and meeting regulatory requirements under Title 17 Code of Federal Regulations 23.450(b)(1) adopted by the Commodity Futures Trading Commission. The document emphasizes the need for a consultant who can interact with stakeholders, provide comprehensive reporting, and effectively manage the Fuel Hedging Program on behalf of Washington State Department of Transportation (WSDOT) and Washington State Ferries.
