About this file

This document is Exhibit B of a Data Requirements List (DRL) and Data Requirements Description (DRD) for the Geostationary Littoral Imaging and Monitoring Radiometer (GLIMR) Access to Space (ATS) contract, baseline version 1.0 issued July 1, 2026. The document establishes all deliverable documentation requirements that contractors must provide throughout the GLIMR mission lifecycle.

The DRL/DRD is organized into four primary categories with 30 distinct deliverables: Review DRLs (11 items covering technical reviews from requirements review through mission closeout), Project Management DRLs (4 items including monthly status reports, IT security, subcontracting reports, and organizational conflict of interest plans), Safety and Mission Assurance DRLs (4 items covering quality compliance, discrepancy reporting, failure modes analysis, and supply chain visibility), and Technical DRLs (10 items including interface control documents, verification plans, thermal analysis, coupled loads analysis, integration and test procedures, contamination control, operations plans, software integration procedures, and jitter budget documentation). Deliverables must be submitted electronically in specified formats with defined maturity levels (draft, final, update) and submission categories (approval, review, information only). Due dates are calculated from contract award, with most deliverables due 30-90 days prior to scheduled reviews or within specific calendar days of award. The contractor is responsible for maintaining compliance with AS9100 quality standards, implementing contamination controls, conducting comprehensive verification and validation activities, and providing detailed technical documentation supporting spacecraft integration, environmental testing, and ongoing mission operations through decommissioning.

1. INTRODUCTION

This Data Requirements List (DRL) / Data Requirements Description (DRD) document defines the requirements for deliverable documentation to be provided by the Contractor. Section 2.0 includes definitions and instructions for delivery. Section 3.0 presents the DRL item by item, including due dates, quantity, and media format. Section 4.0 provides the DRD for each item listed in the DRL. Each DRD includes use and preparation information.

2. DEFINITIONS

Term Definition

Access to Space (ATS) Contractor services required to integrate the GLIMR Payload onto the GLIMR spacecraft and place the Observatory into the specified

GEO orbit and that will allow the Government to acquire the necessary scientific measurements (including transmission of this data to the GSDS) to assess rapidly evolving processes such as phytoplankton physiology and bloom evolution, episodic/seasonal river discharge, dissolved and particulate carbon transformations, and coastal storm damage.

Distributed Active

Archive Center (DAAC)

The Government-assigned location(s) where GLIMR data and data products will be delivered by the GLIMR GSDS for public access and permanent archive.

GLIMR Ground Segment Provides the GLIMR Observatory command, control, and communication uplink and downlink, and data transfers from the

GLIMR GMOC to the GLIMR GSDS.

GLIMR Ground Station Provides the GLIMR GMOC communications to and from the

GLIMR Observatory.

GLIMR Mission The entire GLIMR science mission performed by the Government and the Contractor. Includes the GLIMR Payload and Access to

Space, data product generation, science results, and PI-led science community.

GLIMR Mission

Operations Center

Control center for uploading GLIMR Spacecraft and GLIMR

Payload commands to the GLIMR Spacecraft and receiving

GLIMR Spacecraft, GLIMR Payload, GLIMR science and housekeeping data from the GLIMR Spacecraft.

GLIMR Observatory The combination of the GLIMR Payload to the GLIMR

Spacecraft.
