About this file
This is Amendment 0002 to Solicitation 80LARC26R0002, issued by NASA Langley Research Center on August 11, 2026, with an effective date of the same day. The amendment extends the deadline for submitting questions to 2:00 pm Eastern Time on August 18, 2026, and does not extend the offer receipt deadline. Offerors must acknowledge receipt of this amendment prior to the specified offer deadline through one of three methods: completing items 8 and 15 and returning one copy of the amendment, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. The amendment revises five specific areas of the RFP: Section J updates Attachment 4's title and adds Attachment 5 (GLIMR-06-002 GLIMR Payload to GLIMR Spacecraft Interface Definition Document); Provision L.6 extends the question submission deadline; Provision M.4.2 updates the Technical Approach/Oral Presentation evaluation factor; Exhibit C updates reference document numbers in Section 2.2; and clarifies the distinction between Reference Documents and Applicable Documents. Reference Documents in Exhibit A (SOW) are not required for contract performance but provided for informational purposes, with remaining documents to be provided post-award. Applicable Documents in Exhibit C (ATSRD) are required for contractor use during performance; the baseline D4957031-500 GLIMR Instrument Installation Control Drawing and preliminary GLIMR-06-002 Interface Definition Document are attached, with other applicable documents publicly available and the preliminary IDD to be replaced with the baseline version post-award. The contractor is not required to sign and return this amendment document.

M.4.2 Factor 2 – Technical Approach/Oral Presentation
(a) The Government will evaluate the Offeror’s oral presentation to gain a clear understanding of the Offeror’s ability to meet the requirements described in provision L.16(c).
(b) Offerors may receive a more favorable evaluation if their Technical Approach/Oral Presentation demonstrates innovative, practical approaches or techniques that provide a clear and measurable benefit to the Government in achieving mission outcomes and reducing the time to science. The determination of what constitutes such benefit rests solely with the Government and its evaluation team.
(c) The Government’s assessment will be based solely on the content of the oral presentation itself. Should the Offeror elect to utilize slides or other supporting materials during the oral presentation as a visual aide, the team will review the content presented during the presentation to ensure it aligns with the orally presented Technical Approach.
Slides and any other supporting material will not be separately evaluated under Factor 2. Inconsistencies between the slides or other supporting material and content orally presented may reduce the Government’s confidence under Factor 2.
(d) Factor 2 Adjectival Ratings: The Technical Approach/Oral Presentation factor is not numerically weighted or scored. The Government will assign an adjectival rating in accordance with Table 4.2-1.
TABLE 4.2-1
Rating Definition
Excellent A comprehensive and thorough proposal of exceptional merit with one or more significant strengths. No deficiency or significant weakness exists.
Very Good A proposal having no deficiency and which demonstrates overall competence. One or more significant strengths have been found, and strengths outbalance any weaknesses that exist.
Good A proposal having no deficiency which shows a reasonably sound response. There may be strengths or weaknesses, or both. As a whole, weaknesses not off set by strengths do not significantly detract from the offeror’s response.
Fair A proposal having no deficiency and which has one or more weaknesses. Weaknesses outbalance any strengths.
Poor A proposal that has one or more deficiencies or significant weaknesses that demonstrate a lack of overall competence or would require a major proposal revision to correct.
(e) Findings Definitions for Technical Approach/Oral Presentation:
In accordance with FAR 15.001, Deficiency, Weakness and Significant Weakness are defined as follows:
Deficiency: Any part of an offer that does not conform to a material requirement of a RFP. A material requirement is one that affects price, quantity, quality or delivery, or that the RFP requires to be met at the time of proposal submission.
Weakness: A flaw in the proposal that increases the risk of unsuccessful contract performance.
Significant Weakness: A flaw in the proposal that appreciably increases the risk of unsuccessful contract performance.
The definitions for Strength and Significant Strength are not defined in the FAR; however, the following definitions will be used:
Strength: An aspect of the proposal that will have a positive impact on the successful performance of the contract.
Significant Strength: An aspect of the proposal that greatly enhances the potential for successful contract performance.
