About this file

This is a Questions and Answers document for RFP 80LARC26R0002, Amendment 1, addressing industry inquiries regarding proposal submission requirements, technical specifications, and contract performance expectations for a GLIMR (Geostationary Thermal Infrared and Microwave) payload development contract.

The document clarifies proposal structure and submission procedures, confirming that Small Business and pricing information shall be submitted in Volume IV (Business Proposal) rather than separate volumes, with each volume submitted separately through NASA EFSS Box rather than as combined PDFs. Offerors have flexibility to propose a period of performance in accordance with Provision L.8, provided the total contract duration does not exceed five years and six months beginning on day one of contract performance. The six-month extended services option (CLIN 0004) shall be priced in Exhibit D and included in the Total Proposed Price evaluation. Regarding technical documentation, only the D4957031-500 Instrument Installation Control Drawing has been released for proposal preparation; all other government-provided information will be released post-award. The Attachment 4 Mechanical Installation Control Document serves as the controlling mechanical interface definition. Artificial Intelligence disclosure is required only for contract performance, not proposal preparation. TBCs and TBDs in Exhibit C-GLIMR ATSRD are anticipated to be complete by the RE-01 ATS System Requirements Review and do not affect the offeror's ability to propose. The Government anticipates a contract start date in January 2027 with payload availability by March 2027. Amended proposal due dates are 2:00 PM EST on August 18, 2026 (Volumes I and II) and 2:00 PM EST on September 11, 2026 (Volumes III and IV). The contractor shall have command authority, payload planning responsibility, anomaly resolution authority, and operational decision-making during nominal and contingency operations while coordinating with the Government, with up to two Government personnel on-site during the 90-day In-Orbit Checkout period.

RFP 80LARC26R0002

Attachment 1 - Amendment 1

RFP Questions and Answers

1. Industry Question: Section L.12(d)(1) identifies five proposal volumes, listing Small

Business as Volume III, Price as Volume IV, and Business as Volume V. Section L.9(c) and Table L.13-1 identify four volumes, with Price as Volume III and Business Proposal as Volume IV. Please confirm the controlling volume structure and numbering.

Government Response: Volume III, Small Business was a typographical error. The section has been amended to reflect the removal of this additional volume. The Small Business portion of the proposal shall be submitted in Volume IV, Business Proposal. See updates in Amendment 1.

2. Industry Question: Section J lists Exhibit E, Small Business Subcontracting Plan, as to be provided. Please confirm whether Exhibit E is required with the proposal or after contract award, and if with the proposal, in which volume.

Government Response: The Small Business Subcontracting portion of the proposal shall be submitted in Volume IV, Business Proposal. The table at Provision L. 13-1 has been updated to reflect this submission. See updates in Amendment 1.

3. Industry Question: For submission through the NASA EFSS Box, please confirm whether a single combined PDF per volume is acceptable, or whether each item identified in Table L.13-1 should be submitted as a separate file.

Government Response: The Offeror shall submit each volume separately, not as a single combined PDF, as described at Provision L.12(d).

4. Industry Question: Section L.8(b) directs offerors to propose a period of performance commensurate with their approach, and Section I.6 caps total contract duration, including options, at five years and six months. Please confirm that an offeror proposing a base period other than thirty-six months remains subject to that cap, and please confirm the point from which the cap is measured.

Government Response: The Offeror has the flexibility to propose the period of performance at

Clause B.3 and in accordance with Provision L.8; however, it shall not exceed the total contract duration described at Clause I.6. The total contract duration begins on day one of contract performance and runs through Option 2, if exercised.

5. Industry Question: Section 3.1 of Exhibit A identifies documents that will be provided by the Government for reference, including GLIMR AM-04, Reduced-Order Structural

Model; GLIMR AM-07, Reduced-Order Thermal Model; GLIMR SE-04, Mission

Concept of Operations; GLIMR-06-002, Payload to Host Interface Definition Document;

GLIMR SW-08, Flight Software User’s Guide; and D4957031-500, Instrument

Installation Control Drawing. Section 6.1.1(B) provides that items specified in the

GLIMR Payload to Host Interface Definition Document shall not be changed by the

Contractor when finalizing the documents required by DRD TE-01. Please confirm which of these documents have been released to offerors and when the remainder will be available.

Government Response: If the Offeror, while development of DRD TE-01, requires a change in the GLIMR Payload to Host Interface Definition Document. The Offeror will notify the CO of the recommended change and shall await the Government’s approval before continuing and finalizing development of DRD TE-01. Of the above-mentioned documents, only the D4957031-

500, Instrument Installation Control Drawing, has been released to date and is necessary for proposal preparation. All other documentation will be released post-award.

6. Industry Question: Please confirm whether Attachment 4, Mechanical Installation

Control Document, is the controlling mechanical interface definition for proposal purposes, or whether GLIMR-06-002 governs once released.

Government Response: Attachment 4, Mechanical Installation Control Document is the controlling mechanical interface document. GLIMR-06-002 states this drawing governs the

Mechanical Interface.

7. Industry Question: Please confirm whether CLIN 0004, extended services of up to six months under FAR 52.217-8, is to be priced in Exhibit D and included in the Total

Proposed Price evaluated under Section M.5, or priced separately and excluded from the evaluated total.

Government Response: The Government confirms that the up-to six-month extension is to be priced in Exhibit D, found at row 14 of the Milestone Payment excel spreadsheet. The six-month extension price will be included in the evaluation of the Total Proposed Price in accordance with

Provision M.5.

8. Industry Question: Regarding the disclosure required at Section L.18(b), please confirm whether the disclosure is limited to Artificial Intelligence used in contract performance or also extends to Artificial Intelligence used in proposal preparation, whether commercial tools with embedded Artificial Intelligence features that form part of ordinary business systems require disclosure, and the level of detail expected.

Government Response: The Offeror is required to disclose the use of Artificial Intelligence during Contract Performance only. This does not include proposal preparation.

9. Industry Question: In the past NASA has visited offerors on-site to view the quality procedures in lieu of submitting them. Is this something still being considered?

Government Response: DRDs that have a media designation of “Access” will be inspected on site. DRDs that have a media designation of “Electronic” and/or “Other” are required to be submitted as deliverables.

10. Industry Question: Section 4.2.3 of the ATSRD references the GLIMR IICD

(D4957031-500) for exact payload volume specifications. Other references to other documents are made as well. Will these referenced documents not provided in the RFP, to include the GLIMR IICD, be made available to all offerors in the RFP period?

Government Response: Only the D4957031-500, Instrument Installation Control Drawing, has been released to date. The other Government Provided Information (GFI) or reference documentation is not required for proposal preparation; therefore, all additional GFI and reference documentation will be released post-award.

11. Industry Question: Section 6 of the SOW describes GMOC responsibilities. Can NASA clarify the expected division of responsibilities between the Contractor's GMOC and

NASA's Government Science Data System (GSDS) for payload commanding, telemetry processing, and anomaly response during nominal operations?

However, the Contractor shall coordinate payload planning, anomaly resolution, calibration activities, and contingency operations with the Government.

12. Industry Question: For the 90-day In-Orbit Checkout period, can NASA clarify the expected level of Government personnel involvement in GMOC operations versus

Contractor-led operations?

Government Response: During the 90-day In-Orbit Checkout period, the Contractor led operations team will have full authority with spacecraft and payload checkout. Government personnel will recommend day-to-day fields of regard sequencing, and/or other payload operations. The Contractor can expect up to two Government personnel to be on-site during this time.

13. Industry Question: Can NASA provide guidance on the expected timeline from contract award to payload delivery for integration?

Government Response: The Government anticipates a start date in January 2027, with a payload availability date of March 2027; however, if integration onto the spacecraft occurs post

March 2027, the Government will store the payload until Contractor is ready for integration activities.

14. Industry Question: Is there a timeline to closure for all TBCs and TBDs located in any of the documents provided in the RFP, namely the EXHIBIT C-GLIMR ATSRD?

Government Response: TBCs and TBDs are anticipated to be complete by RE-01, ATS System

Requirements Review. The closure of the TBCs and TBDs does not affect the Offeror’s ability to propose.

15. Industry Question: [GLIMR-REQ-97] Optics Purge indicates NASA approval for interrupting GN2 purge for extended periods. What is NASA's expectations for GN2 purge during, for example, SV environmental testing or shipping to the launch site?

Government Response: The Government expects the payload to be GN2 purged while integrated onto the spacecraft and during shipping to the launch site. The Government anticipates periods of GN2 purge loss during environmental testing activities and launch vehicle payload fairing processing to launch.
