About this file

This is a NASA Blackout Notice issued by NASA Langley Research Center on July 21, 2026, for Solicitation Number 80LARC26R0002 entitled "Geostationary Littoral Imaging and Monitoring Radiometer (GLIMR) Access to Space (ATS)." The solicitation is available on SAM.gov (the Governmentwide point of entry) and seeks a contractor to provide GLIMR payload hosting, launch, and operation services. Effective immediately, all NASA personnel are prohibited from communicating with industry regarding this acquisition through the receipt and evaluation of proposals, contract award, and the release of the evaluation board from its responsibilities. Any inquiries must be directed exclusively to the designated LaRC Contract Specialist, Ashley Korahaes (ashley.a.korahaes@nasa.gov), with copies to the LaRC Contracting Officer, Stacy Hollis (stacy.m.hollis@nasa.gov).

The blackout notice is designed to ensure uniform responses to all inquiries, prevent preferential treatment of prospective offerors, and protect the integrity of the acquisition process. NASA personnel responsible for administering existing related contracts may continue limited communications solely regarding current ongoing contract work, but any discussion of the GLIMR ATS acquisition is strictly prohibited under all circumstances. The Contracting Officer may provide information to offerors only when such communication does not create an unfair competitive advantage or reveal proprietary data. Compliance with this notice is mandatory to ensure fair and impartial treatment of all offerors.

Reply to Attn of: NASA Langley Research Center (LaRC) Office of Procurement – M/S 12

TO: NASA Civil Servants

FROM: Office of Procurement and Earth System Science Pathfinder Program Office

SUBJECT: National Aeronautics and Space Administration (NASA) Blackout Notice for Solicitation number 80LARC26R0002 entitled Geostationary Littoral Imaging and Monitoring Radiometer (GLIMR) Access to Space (ATS) – GLIMR ATS

A solicitation for GLIMR ATS is being released to industry. The resulting contract will provide GLIMR payload hosting, launch and operation services. The solicitation is located at the Governmentwide point of entry (GPE) (https://SAM.gov) and can be found by entering the solicitation number into the “keywords” field.

Effective immediately, all NASA personnel will cease communications with industry concerning this acquisition. This ‘blackout’ period of communication with industry will continue through the receipt and evaluation of proposals, the award of the contract, and the release of the evaluation board from its responsibilities.

NASA personnel must refer anyone seeking information regarding this acquisition to the designated LaRC Contract Specialist:

Name: Ashley Korahaes Email: ashley.a.korahaes@nasa.gov And copy to the LaRC Contracting Officer:

Name: Stacy Hollis Email: stacy.m.hollis@nasa.gov

Improper communication could jeopardize the integrity or successful completion of the GLIMR ATS acquisition. Therefore, compliance with the above will ensure the dissemination of uniform responses to all inquiries and eliminate the possibility of preferential treatment of any prospective offeror. This blackout notice is not intended to terminate all communication with offerors. The designated Contracting Officer should continue to provide information as long as it does not create an unfair competitive advantage or reveal proprietary data.

NASA personnel who may be responsible for the administration of existing contracts or agreements that may be related to the GLIMR ATS acquisition must, at all times, be fully aware of the extremely sensitive nature of this acquisition and maintain compliance with the blackout notice. While it is recognized that some NASA personnel have a need to communicate with prospective offerors relative to the conduct of current ongoing contract work, any communication is limited solely to existing contracts or agreements and must not be expanded into matters relating to the GLIMR ATS acquisition. Under no circumstances will GLIMR ATS be discussed. It is important that all NASA personnel adhere to this notice to ensure that all offerors are treated fairly and impartially.
