About this file
Exhibit B is an equipment inventory list for the County of Volusia's Ocean Center & Lyonia Amphitheater production services solicitation (ITB 26-B-36JJ). The document specifies the existing mechanical lift and rigging equipment available at the Ocean Center, including two forklifts (one CAT propane-powered 5,000 lb capacity and one Toyota 36v electric 4,000 lb capacity), two electric scissor lifts (a Genie 30-foot and a 20-foot model), and one electric boom lift (S-60 DC model with 60-foot working height and 40-foot reach). The inventory also includes rigging hardware consisting of chain motors and beam clamps, each listed by tonnage rating with corresponding quantities. Successful vendors must provide equipment matching or exceeding this existing inventory to support approximately 15 annual ticketed events across multiple venue spaces. Question submissions are due January 28, 2026, at 11:59 p.m., with proposal submissions required by February 11, 2026, at 3:00 p.m. EST through the County's eProcurement Portal. The contract award will be for an initial three-year term with two optional one-year renewals, contingent on mutual written agreement and County Council approval.
Evaluation will primarily focus on pricing through the Production Inventory Rental Pricing Table to determine the lowest qualified bidder, with secondary consideration given to technical service and staffing pricing. The County extends a local preference of up to 5 percent for established local businesses, including 3 percent for local businesses or 2 percent for prime contractors with 51 percent or more subcontractor work performed locally, provided price differences do not exceed $25,000. Vendors must demonstrate 24/7 on-call availability, capacity to manage quick-turn events with less than 48 hours notice, and operational capability within 250 miles of the Ocean Center. Annual price redeterminations are permitted after the first year based on documented increases in wages, fuel, or materials using the Employment Cost Index or Producer Price Index. Payment terms are net 20 business days from invoice receipt, with interest accruing at 1 percent monthly on undisputed invoices unpaid after 30 days.
