About this file
Exhibit A2.2 is a Scope of Work document for a roofing replacement project involving solar photovoltaic (PV) systems for a District, where existing rooftop solar systems are owned by a third-party solar developer under a Solar Power Purchase Agreement (SPPA). The project requires a Roofing Architect/Consultant to coordinate comprehensive activities related to temporary PV system removal, storage, and reinstallation during roofing work, ensuring that all PV systems are carefully handled, the roof's integrity is maintained, and the systems are fully restored and recommissioned upon project completion.
The scope of work details extensive pre-construction, construction, and post-construction requirements, including developing a Letter of Intent, coordinating with the solar developer, verifying ballast distribution, protecting PV equipment, ensuring proper roofing membrane installation, conducting electrical inspections, and delivering specific documentation. Key deliverables include a PV removal and reinstallation plan, condition documentation of PV equipment, inspection reports, a commissioning report verifying PV production, and final as-built drawings. The consultant must ensure that all activities comply with manufacturer guidelines, SPPA requirements, and maintain the validity of both roofing and PV system warranties.

EXHIBIT A2.2 - Additional Scope Considerations – Scope of Work for PV System
General Intent The roofing replacement projects will occur on facilities with existing rooftop solar photovoltaic (PV) systems. These systems are owned and operated by a third-party solar developer under a Solar Power Purchase Agreement (SPPA) with the District. The District is committed to maintaining full compliance with the SPPA throughout the course of the work.
The selected Roofing Architect/Consultant (“Consultant”) shall ensure that all project design, construction, and post-construction activities are coordinated with the solar developer so that:
● PV systems are temporarily removed, stored, and reinstalled in accordance with industry standards and SPPA requirements.
● Roofing work is performed without damaging PV equipment or voiding warranties.
● Proper ballast distribution is verified to ensure that each PV array meets the required wind uplift, seismic, and structural load criteria, and that the new roof’s integrity is maintained throughout the system’s service life.
● All PV systems are fully restored, recommissioned, and producing power at the completion of the project.
PV-Related Scope of Work
Pre-Construction / Design Support
● Develop Letter of Intent (LOI) to Remove and Reinstall the PV Systems to clarify the approach with the developer to address any concerns regarding the roofing repairs.
● Coordinate with the solar developer to confirm requirements for PV disconnection, removal, storage, and reinstallation.
● Coordinate with the district’s procurement department to ensure Authorization of System Removal is signed and approved by the solar developer.
● Review existing PV drawings, interconnection agreements, and as-built documentation.
● Incorporate necessary details into roofing design documents to address PV penetrations, flashing, structural supports, racking reattachment, and Verification of Ballast Distribution.
● Review the approved as-built plans and ballast layout sheets to determine the number and placement of ballast blocks required under each racking table or array section.
● Confirm that ballast distribution accounts for site-specific conditions (roof slope, wind exposure, parapet height, etc.).
● Physically verify the installed ballast count and confirm that ballast blocks are installed in the locations shown on the design drawings and are secured per the racking manufacturer’s guidelines.
● Note any deviations, substitutions, blocks needing replacement, or missing ballast blocks and document them with photographs and array references
● Define clear responsibilities between roofing contractors and solar developer representatives.
● Establish schedules that minimize solar downtime while allowing uninterrupted roofing progress.
● LOI includes estimated deemed production payments and defines additional project costs (if any).
PV Removal and Protection
● Ensure PV equipment (modules, racking, inverters, combiner boxes, conduit, etc.) is carefully labeled, disconnected, and stored in a manner that prevents damage or loss.
● Verify all removal activities are performed by certified and qualified personnel approved by the solar developer.
● Require documentation of any damaged components before they’re removed, including existing condition reports to be addressed by the solar developer.
Roofing Installation Coordination
● Confirm that all PV penetrations are properly sealed, flashed, and waterproofed.
● Ensure roofing membrane installation is fully compatible with reinstallation of PV racking and hardware.
● Provide observation and inspection services to confirm water-tightness prior to PV reinstallation.
PV Reinstallation and Commissioning
● Field-verify reinstallation of PV modules, racking, wiring, and balance-of-system components in accordance with manufacturer and SPPA requirements.
● Ensure all electrical inspections, utility approvals, and recommissioning activities are completed.
● Confirm monitoring systems are reconnected and production data is restored.
● Document PV system operational status at turnover, including baseline production readings.
● Verify that the commissioning report includes evidence of ballast distribution review and confirmation by the installing contractor and/or commissioning agent.
● Confirm that any deviations from the design have been reviewed and approved by a licensed structural engineer of record (SEOR).
Post-Construction / Closeout
● Provide final verification that roofing warranties and PV system warranties remain valid.
● Deliver as-built documentation showing PV system reinstallation locations and penetrations.
● Submit reports verifying PV system functionality and utility interconnection status.
● Provide recommendations for ongoing roof and PV maintenance coordination.
Deliverables Related to PV Systems The Consultant shall provide the District with the following, in addition to roofing deliverables:
● PV removal and reinstallation plan/Method of Procedure (MOP) (developed in coordination with solar developer).
● Condition documentation of PV equipment pre- and post-construction.
● Inspection reports confirming watertight penetrations and roofing interface details.
● Commissioning report verifying PV production and monitoring system operation.
● Final as-built drawings indicating PV reinstallation layout and roof details.
