About this file

This document is a Statement of Work (SOW) from the California Department of Corrections and Rehabilitation (CDCR), specifically the Office of Correctional Safety (OCS), seeking to acquire Unmanned Aircraft Systems (UAS) manufactured in the United States. The contract will be effective from October 1, 2025, through June 30, 2028, and involves procuring UAS equipment with specific technical requirements for law enforcement operations. The UAS will be used for tactical scenarios including warrant execution, fugitive capture, and search and rescue missions, with detailed specifications for hardware, software, and accessories.

The SOW requires a UAS starter kit that includes the drone, three batteries, charging cables, a thermal infrared camera, carrying case, and controller, with precise technical specifications such as a less than one-minute start time, weight under five pounds, 35-minute minimum flight time, and advanced thermal imaging capabilities. The contract mandates that all hardware, accessories, software, and updates must be manufactured and developed in the United States. Additional requirements include comprehensive training (virtual onboarding and in-person tactical UAS instructor courses), technical assistance with a help desk available seven days a week, and a three-year warranty on the airframe. No travel expenses will be reimbursed under this agreement.
