About this file

This document is an Evaluation Criteria exhibit for an Unmanned Aircraft Systems (UAS) procurement by the California Department of Corrections and Rehabilitation. The document outlines detailed technical specifications and requirements for a UAS starter kit, including stringent criteria for the drone's physical characteristics, thermal camera capabilities, controller specifications, software capabilities, training, and technical support. The UAS must have specific dimensions (31" x 25" x 5" when unfolded), weigh less than five pounds, have a minimum 35-minute flight time, and include a thermal infrared camera. The procurement requires a comprehensive starter kit with three batteries, charging cables, a carrying case, and a UAS controller.

The procurement mandates that all UAS hardware, accessories, software, and updates must be manufactured and developed in the United States. The package includes extensive training requirements, including a virtual onboarding course for two participants and a 4-day Tactical UAS Instructor course specific to law enforcement. Technical support will be provided through a help desk available seven days a week from 6:00 a.m. to 6:00 p.m. The UAS must have advanced software capabilities, including 2D and 3D mapping without GPS or internet, onboard modeling, planar scanning, and the ability to generate complex 3D flight plans. A three-year warranty on the airframe and extended warranty for the entire performance period are also specified.
