Scope of Services Summary

This Scope of Services document outlines the mortgage loan servicing requirements for the County of Volusia, Florida's Community Assistance Division, which administers federal and state grant-funded affordable housing programs. The servicer is responsible for managing an existing portfolio of approximately 58 loans with anticipated portfolio expansion based on ongoing affordable housing funding allocations. Key service deliverables include loan payment processing and accounting, borrower communication and outreach, delinquency management and loss mitigation, compliance monitoring to ensure borrowers maintain primary residence status, financial reporting, and portfolio analysis. The servicer must establish and maintain a local or regional office accessible to borrowers, provide toll-free customer service with extended hours, maintain comprehensive loan servicing records, and implement quality assurance procedures to ensure accuracy and compliance with program requirements.

The servicer must demonstrate experience in federal and state loan servicing programs, maintain appropriate licensing and bonding, and possess adequate staffing and technology infrastructure to support the loan portfolio. Monthly accounting statements, quarterly delinquency reports, and annual portfolio analyses are required deliverables. The County anticipates the loan portfolio will grow incrementally over the contract term as new loans are originated through ongoing grant programs. The servicer must be prepared to accommodate portfolio growth and maintain service levels as the number of active loans increases, with specific emphasis on reducing portfolio delinquency rates and assisting low and moderate-income borrowers in maintaining loan payment compliance through supportive servicing practices.
