About this file
This is an informational attachment regarding Section 3 requirements from the County of Volusia Community Assistance Division in Florida, related to a mortgage loan services contract opportunity. The document provides comprehensive guidance on Section 3 provisions mandated by the Housing and Urban Development Act of 1968, which applies to projects receiving HUD financial assistance exceeding $200,000. Section 3 requirements mandate that employment and economic opportunities generated by HUD-funded projects be directed to low- and very low-income persons, particularly housing assistance recipients and community residents. The document defines Section 3 workers, Section 3 business concerns, and targeted Section 3 workers, establishing eligibility criteria and documentation requirements for each classification. Prime contractors on Section 3-covered projects must submit monthly activity reports by the 10th of each month detailing efforts to meet required thresholds, labor hour tracking, and compliance projections, along with a final cumulative report upon project completion.
The document establishes mandatory labor hour thresholds requiring that at least 25 percent of total labor hours be performed by Section 3 workers and at least 5 percent by targeted Section 3 workers. Contractors must document all outreach and recruitment efforts through various methods including marketing materials, community engagement, coordination with partner agencies, resident placement into training or employment programs, and apprenticeship opportunities. Supporting documentation requirements include Section 3 Business Concern Certification forms, Section 3 Project Workforce forms, Section 3 Certification forms when applicable, and any additional information requested by Volusia County to ensure compliance. The requirements apply to all subrecipients, contractors, and subcontractors regardless of whether Section 3 language is explicitly included in related agreements or contracts.
