About this file
This is a technical specification document from Northern Wasco County PUD detailing requirements for ductile iron poles used in overhead electrical line construction. The specification covers poles for 12.5kV to 115kV nominal voltage ranges, with detailed requirements for pole design, materials, and fabrication. Poles longer than 70 feet must be designed in multiple sections, while those under 70 feet must be single-piece construction. All poles must meet American National Standards, ASTM International, and National Electrical Safety Code requirements.
The document includes specific technical requirements such as pole shaft specifications, ground connections, marking requirements, and installation parameters. Each pole must have a stainless steel face plate containing identification information mounted 5 feet above ground line, and detailed marking requirements for two-piece poles. The specification includes drawings showing pole framing details and step hole placement. Direct embedment is required at 10% of pole length plus 2 feet, with ceramic epoxy coating required for the embedded portion. Delivery requirements specify shipping to 2345 River Rd, The Dalles OR 97058, with acceptance Monday through Thursday between 8:00 am and 2:30 PM, excluding holidays.

NORTHERN WASCO COUNTY P.U.D.
Wood Pole Equivalent Ductile Iron Poles
1. SCOPE
a. The purpose of the specification is to cover Northern Wasco County
PUD (PUD) requirements for ductile iron poles used in overhead electrical line construction.
b. All Poles shall meet the requirements of the latest American National Standards, ASTM International and National Electrical Safety Code unless except as otherwise specified herein.
2. Responsibilities
a. The supplier is responsible for final design, analysis, fabrication, and delivery of the Ductile Iron Pole distribution structures described in this specification.
3. Design Guidelines
a. General
i. The nominal voltage range for Ductile Iron Pole structures will be 12.5kV to 115kV.
b. Pole Design
i. Pole shafts longer than 70 feet must be designed in multiple sections. Pole shafts less than 70 feet must be provided in one piece.
ii. In fabrication any member must be at least the thickness required to develop adequate strength based on an equivalent NESC Grade B Wood Pole (ANSI 5.1) equivalent tip loads.
iii. The pole shaft must have a uniform continuous taper for its entire length.
iv. Pole tops must come with a flat cap that is NOT ductile iron or welded.
v. Poles embedded in the ground must have a bottom bearing plate. The plate must be flush with the interior diameter of the pole shaft and be capable of allowing water to drain out of the pole.
c. Pole Classes
i. Poles shall be of the lengths and classes in accordance with requirements referenced in the latest ANSI 05.1.

PEOPLE'S UTILITY DISTRICT
4. Pole Materials
a. Ductile Iron
i. The ductile iron used to manufacture the centrifugal cast pole sections must be evaluated according to ASTM A536 and conform to ANSI C151.
b. Chemical Properties
i. Extremely low amounts of tramp elements may be allowed.
5. Ground Connections
a. A threaded hole ground connection must be provided and must be formed using a 27/64” bit and a 1/2” 13 UNC tap. The threaded ground hole must be greased with a conductive antioxidant and plugged with a temporary plastic plug.
i. The threaded ground hole must be located 14 inches above ground line, located on the 270-degree axis.
6. Marking and Identification
a. All poles must be identified by the supplier by means of information engraved on a stainless-steel face plate and written on the pole butt.
The nameplate must be centered 5 feet above ground line on the 0-degree axis as stated in ANSI 7.1.5.
b. The face plate must contain the following information:
1. Pole height
2. Pole class
3. Nominal weight
4. Manufacturing date
5. Name of manufacturer
c. The butt plate must be marked with permanent marking with the following information:
1. Pole height and class
2. Actual weight
d. Two-piece poles must have a second data plate centered 4 inches from the tip of the pole on the 0-degree axis. The second nameplate must contain the following information:
1. Pole height
2. Pole class
3. Manufacturing date
e. The balance point of each pole must be marked with a permanent mark. Two-piece poles must have the minimum overlap distance permanently marked on the make section. Each separate part of the structure must be distinctly and permanently marked with letters and numbers at least 1/2” high to identify the piece by the position of the piece in the structure.
7. Direct Embedded Section
a. All ductile iron poles must be directly embedded. The pole base minimum dimension must be equal to or greater than that of an equivalent wood pole. All poles are embedded at 10% of the pole length plus 2 feet. The area in which the ceramic epoxy barrier coating is applied must be determined using the embedment calculation.
8. Fabrication
a. All Work shall be performed by skilled craftsmen following the best modern practices of the industry.
b. The structures must have a weathered finish above the groundline, and they must be cleaned immediately before any other coating is applied.
c. Cutting must be performed with mechanical or shearing methods only.
d. Bending must not be permitted during the manufacturing process.
e. Holes must be cylindrical and perpendicular to member.
i. Slotting of mis-punched holes is not permitted. Poor-matching holes requiring reaming are cause for rejection.
f. No structural welds are permitted on ductile iron poles.
g. ductile iron poles must have two jacking holes on each piece and holes for a through-bolt connection must be installed before shipment. The field assembly bolt that will be installed after the jacking together of two-piece poles is complete must be installed in the female section of the two-piece pole before a pole is shipped. The supplier must include mating marks to ensure proper orientation.
i. The supplier must provide a jacking kit with each two-piece pole order to ensure proper assembly.
9. Below-Grade Coating
a. A ceramic epoxy coating system must be used for embedded portion of each ductile iron pole.
i. The supplier may request approval from Northern Wasco County PUD’s Engineering Department to use an equivalent ceramic epoxy coating system.
b. The supplier/manufacturer must apply the coating on the interior and exterior of the pole from the base to 1 foot above groundline.
i. The coating must be at least 20 mils thick and be fully cured. It must meet performance requirements for utility pole usage. The coating must be applied in a manner that does not create a ledge or protrusion that could retain water.
c. The supplier must provide a one quart can of touch-up mastic coating with each shipment to repair any damage to the coating occurring during shipping, handling, and storage.
10. Framing
a. All poles 40 feet and longer shall be framed in accordance with exhibit 1 unless specified otherwise.
b. All poles’ steps drill holes shall be completed in accordance with exhibit 2 unless specified otherwise.
11. Evaluation and Award
a. Price shall include all shipping, manufacturing, and handling.
b. For evaluating the bid, consideration will be given to past performance regarding quality of production and service.
i. Consideration will be given to delivery time.
ii. Equalizing elements or factors not specifically mentioned or provided herein, in addition to price, which would affect the final cost to and the benefits to be derived by the PUD, will be taken into consideration in determining the award of contract.
c. The PUD reserves the right either to make an award which in the judgement of the PUD is in its best interest or at the PUD’s discretion to reject all bids and to waive any informalities in bids received.
12. Approval Drawings
a. The supplier must provide electronic drawings in PDF format that include all applicable details needed to approve the structure. The PUD will review and return the document signed and indicating the drawings are approved prior to any material fabrication.
13. Delivery and Rejection
a. Delivery
i. Shipping is the responsibility of the supplier.
ii. Poles shall be shipped in a manner they can be unloaded with a forklift and/or digger derrick truck.
1. Items longer than 12 feet must have the Center of
Gravity marks clearly defined.
iii. Multiple-pole structures must be bundled together.
