About this file

This is an Exhibit A document detailing sites, hours, and operational requirements for security guard services contracted by the City of Phoenix, Arizona for water and wastewater treatment facilities and remote infrastructure sites. The solicitation covers security services across multiple locations including seven primary water and wastewater treatment plants (23rd Ave WWTP, 24th Street WTP, 91st Ave WWTP, Deer Valley WTP, Lake Pleasant WTP, Union Hills WTP, and Val Vista WTP) plus approximately 40 critical remote sites including reservoirs, booster stations, lift stations, and wells. The contract term is five years with no renewal options. Guards are required to provide fixed post access control during business hours (0600-1500) at designated facilities, with transition to roving patrols during less busy hours conducted via golf cart, Gator, or off-road vehicles. Primary facility coverage ranges from 60 to 168 weekly hours depending on location, with a subtotal of 720 weekly hours across the main plants. Additionally, supervisory security personnel are required to conduct continuous roving patrols across all facilities and remote sites during assigned shifts (1500-0500 Monday through Friday, and 0000-0500 Saturday through Monday), averaging approximately 700 miles per week with 118 weekly hours per week in weeks without holidays.

Pricing terms, set-asides, incumbent information, and funding sources are not detailed in this exhibit document. The operational scope emphasizes that roving patrols must be random and conducted without disclosing specific patterns or site-visit frequency to maintain security effectiveness. Supervisors may be requested to patrol additional areas based on alarm notifications, and patrols include coverage on all City of Phoenix holidays. Each primary facility location is assigned one security guard with one cell phone and appropriate vehicles, while remote site supervision is centralized under one supervisor per shift covering the entire service area.
