About this file
This is a Style Guide document for the City of Phoenix that establishes formatting and presentation standards for the City Charter, City Code, and Zoning Ordinance. The City of Phoenix is soliciting a five-year publication contract commencing on or about July 1, 2026, with the effective date upon City Council award and signature by the City Clerk's department. The contract will terminate at the earliest occurrence of the end of the term (including any extensions), or upon termination pursuant to the agreement's provisions. The solicitation is available through the City's Procurement Portal, with technical support available through the portal's support feature or at procurement-support@opengov.com.
The Style Guide specifies comprehensive formatting requirements for both print and web-based versions of the ordinances. Print versions must be 8.5 by 11 inches, double-sided, with specific page numbering formats for chapters, appendices, and indices. Web-based versions must include constant headers and sidebars, searchable content, linked definitions and cross-references, and amendment tracking with highlighted notifications. Both versions must adhere to defined capitalization rules, number formatting standards, font specifications (Arial minimum 12-point for general text, 14-point for chapter headers), consistent subsection designations, and specific handling of repealed text and modification footnotes. The document provides detailed examples and templates for implementing these standards across all levels of subsection organization and presentation.
