Evaluation scoring allocates 25% to software capabilities, 20% to technology, 20% to firm qualifications, 15% to project understanding, 10% to pricing, and 10% to maintenance and warranty. Respondents must provide references from facilities with at least 800 beds and demonstrate minimum five years of operational experience in jail management systems.
