About this file
Exhibit A.7 is a Third-Party Software Requirements Matrix for the Volusia County Division of Corrections (VCDC) Jail Management System (JMS) procurement under RFP #25-P-147JRD. The document outlines a comprehensive matrix for evaluating third-party software interfaces, requiring vendors to respond to 15 different third-party software systems including Appriss (VINES), Aramark, CorEMR, Biztalk, IC Solutions, Video Visitation, and others. Vendors must indicate their capability to interface with these systems using response codes: Y (Yes/Out of the Box), N (No), CO (Configuration), CU (Customization), F (Future), or 3 (Supplied by 3rd Party), with detailed commentary requirements for each response.
The matrix is part of a larger procurement seeking a web-based JMS to support approximately 320 correctional officers and manage an average daily population of 1,345 inmates. The system must support 300 concurrent users and 600 named users, integrate with 22 existing interfaces, and ensure compliance with CJIS security requirements. The current technological environment includes 80 BizTalk orchestrations, 36 XML-based data exchanges, and 41 message queues across various platforms. The contract will have an initial five-year term with options for two subsequent three-year renewals, with an implementation timeline targeted for completion by May 25, 2026. Respondents must provide references from facilities with at least 800 beds, preferably in Florida, and demonstrate at least five years of operational experience in jail management systems.
