About this file
This is an exhibit document for the State of Louisiana's Statewide Emergency Remediation Services contract opportunity, specifically providing guidance on small tools classification and cost allocation. The document establishes that small tools are items that contractors must incorporate into their general labor hourly rates, with no separate fees or additional costs permitted for small tools charges under this Invitation to Bid (ITB). The exhibit provides an example list of small tools that fall within the designated category, including items such as crow bars, bolt cutters, box knives, brooms, brushes, mop buckets, nail sets, pallet jacks, putty knives, rakes, and repair kits for hoses and airless equipment. This list is explicitly stated as non-exhaustive, indicating that additional items may be considered small tools at the contracting agency's discretion.
The pricing structure under this contract requires that all small tool costs be absorbed within the contractor's labor rate structure rather than billed separately or as line-item charges. This approach standardizes cost accounting across all bidding contractors and prevents markup of small tool expenses beyond the base labor rate. The provision protects the contracting entity from cost overruns related to tools and equipment while establishing clear expectations for contractor pricing methodology during the bidding process.
