About this file
Summary
This document comprises the Non-Disaster Rate Schedules (Exhibits 2A-2D) for a Statewide Emergency Remediation Services contract in Louisiana. The schedules establish the pricing framework for labor, equipment, materials, and additional fees that contractors must submit as part of their bid response. Exhibit 2A requires contractors to provide hourly rates for nine mandatory labor positions, including administrative/clerical staff, project managers, mold remediation technicians, dehumidification technicians, general laborers, health and safety officers, and remediation supervisors, with contractors permitted to add additional positions not subject to award evaluation. Exhibit 2B specifies daily, weekly, and monthly rates for 57 pieces of mandatory equipment ranging from air scrubbers and dehumidifiers to generators, extractors, and vehicles, with contractors allowed to submit discounted weekly or monthly rates if lower than pre-determined maximums. Exhibit 2C requires unit pricing for 53 mandatory materials including cleaning solutions, protective clothing, filters, ductwork, plastic sheeting, and tape products, with additional materials permitted at contractor discretion.
Exhibit 2D establishes the Additional Fees and Xactimate Discount Schedule, allowing contractors to specify markup percentages for billable expenses such as equipment rentals and purchased supplies, as well as subcontractor markups for services including temporary repairs performed by non-staff contractors. Completion of all four rate schedules is mandatory; failure to complete any schedule results in bid disqualification. The contractor must identify the applicable regions for each schedule. All rate schedules are inclusive of labor, equipment, and materials costs, with no additional fees, expenses, or costs permitted unless explicitly specified in the ITB, except as allowed under the Additional Fees and Xactimate Discount Schedule provisions.
