About this file
This file contains four rate schedules (Exhibits 1A-1D) for a statewide emergency remediation services contract in Louisiana. Exhibit 1A is a Labor Rate Schedule requiring contractors to submit hourly rates for nine mandatory positions including Project Manager, Assistant Project Manager, Certified Mold Remediation Technician, Dehumidification Technician, General Labor/Entry Technician, Health & Safety Officer, Remediation Technician, Remediation Supervisor, and Admin/Clerical staff, with contractors permitted to add additional positions that will not factor into award evaluation. Exhibit 1B is an Equipment Rate Schedule requiring daily rates for 57 mandatory equipment items ranging from portable air compressors and air scrubbers to dehumidifiers, generators, extraction systems, negative air machines, and various vehicles and trailers; contractors may submit discounted weekly or monthly rates that cannot exceed pre-determined maximums. Exhibit 1C is a Material Rate Schedule requiring unit rates for 51 mandatory items including adhesives, cleaners, protective equipment, filters, ducting, plastic sheeting, and various remediation supplies measured in gallons, boxes, rolls, and individual units. Failure to complete any of these three schedules will result in bid disqualification.
Exhibit 1D establishes an Additional Fees and Xactimate Discount Schedule allowing contractors to propose discount percentages for Xactimate software and markup percentages for billable expenses and subcontractor fees. The rates and fees in all schedules are inclusive, and no additional costs beyond those specified are permitted unless explicitly authorized in the contract terms. Contractors must designate the applicable region(s) for each rate schedule. The contract emphasizes that labor, equipment, and material rate schedules are comprehensive and final, with the Additional Fees schedule specifically limited to allowable subcontractor markups and billable expenses such as equipment rentals from third-party vendors, purchased supplies, and approved travel costs.
