PERFORMANCE REQUIREMENTS SUMMARY (PRS)
HEALTH CARE WORKER SERVICES
This PRS identifies the metrics that will be used to assess performance of the overall contract. The desired outcome of the contract is to have qualified health care workers at the start of the performance period, have consistent service, and maintain those providers for the full performance period. Vacant positions should be filled in a timely manner. Target attainment will be assessed by the PCO. Assessments will be based on input from CORs against task order metrics for each task order. If a PRS is not included at the task order level the contract PRS will apply to the task order(s). Metrics at the task order level will be tailored to the requirements of each task order including the Method of Surveillance and Acceptable Quality Level (AQL). The task order “Service Required,” as a minimum, will include all the items shown in the “Service Required” column of the Contract PRS (e.g. on time performance, maintain fill rate, maintain HCWs for the full performance period, provide technically competent HCWs, and HCWs must comply with policies and standards, etc.).
The performance-based service task order issued on behalf of this ADCMS IV contract incorporates the following performance objectives: (1) Delivery of high quality technical performance; (2) Adherence to TO schedule, milestone, and delivery requirements; and (3) Efficient and effective control of labor resources. It is the contractor’s responsibility to employ the necessary resources to ensure accomplishment of these objectives. The Government’s assessment of the contractor’s performance in achieving these objectives will utilize the standards, acceptable quality levels, surveillance methods, and performance incentives described in the Performance Requirements Summary matrix. Performance shall be according to the requirements contained in the Performance Work Statement (PWS), and professional standards of the Joint Commission (TJC) and MTF.
Other metrics that may be used include, but are not limited to:
Meet Contract Requirements/Expectations Number of Patient Workload processed in a given time Positive Rapport w/Colleagues and Patients Substantiated patient complaints Professional Behavior (Ethics) Quality of Work and Technical Skills/Competency Contractor performs in a timely manner and is responsive Fill-Rate is in compliance
