Edith Green Wendell Wyatt (EGWW) Federal Building Domestic Hot Water Piping Replacement
EGWW Aquatherm DHWS Pipe Replacement (Project 2) Design-Build Statement of Work
1 PROJECT DESCRIPTION
Project Name: EGWW DHWS Piping Replacement - Project 2
Project Number:
Region: 10
Building Name: Edith Green – Wendell Wyatt Federal Building Building Number: OR0043ZZ
Building Address: 1220 SW 3rd Avenue, Portland, OR 97232
The Edith Green-Wendell Wyatt (EGWW) Federal Building (OR0043ZZ), located at 1220 SW 3rd Ave, Portland, OR 9720, is an 18-story office building located in Portland’s government district. The building has been extensively renovated and modernized in a project that was funded under the American Recovery and Reinvestment Act (ARRA) of 2009 and completed on May 1, 2013. This renovation included the replacement of plumbing and mechanical systems. As part of this renovation, random copolymer polypropylene (PP-R) piping was installed for domestic hot and cold water distribution, rainwater collection and recycle, and zone distribution for chilled water and heating hot water systems. Since March of 2018, a total of ten (10) failures have occurred. Seven (7) failures in the two inch (2”) PP-R domestic hot water primary loop supply main that extends from water heaters in the penthouse to the basement floor. Two (2) subsequent failures have occurred in the one inch (1”) DHW primary loop return and one (1) weld failure in the LTHW hydronic loop. This primary loop serves all of the domestic hot water circulating sub-mains in the building. The most recent failure occurred in January 2020.
Domestic cold water enters the building from the street and splits to feed three (3) pressure zones. Cold water is supplied to fixtures in the basement through Floor Two (2) by street pressure, while Floors 3 through 18, including 18A are fed by a booster pump. Pressure reducing stations for cold water are located on Floors 9 and 17. Water heaters for domestic hot water, located on the mezzanine above Floor 18, serve a primary domestic hot water pipe loop that extends the total rise of the building from the basement to the mezzanine (a total of twenty (20) floors). This loop is circulated by an inline pump that runs continuously. The domestic hot water (DHW) primary supply loop feeds into three (3) pressure reducing stations for the three (3) pressure zones or secondary loops. The reducing stations are located on Floors B1, 9 and 17. Water within each pressure zone is circulated in a loop by an inline pump through an electric water heater for temperature maintenance. Circulation through the secondary zones is continuous.
PROJECT 2:
The scope of this project is removal of the PP-R primary domestic hot water Zone 2 and Zone 3 domestic hot water loops and replacement with copper piping. The project scope of work is summarized as follows:

3 SCOPE OF SERVICES
The Contractor shall perform all services described in this Scope of Services (including services required under exercised options, if any), in accordance with applicable requirements and provisions set forth in the General Requirements section above.
3.1 DESIGN STAGE
3.1.1 Overview
As a general matter, the GSA PBS P-100, Division 01 Specifications and the Performance Specifications represent four overarching documents that govern the Contractor’s performance of work. In addition, other policies and procedures (e.g., the P-120, GSA BCG, etc.) provide detailed procedures and requirements that the Contractor shall follow.
The Contractor’s design services shall comply with the P-100 which provides the performance criteria and requirements for the project including, but not limited to: size, function, finishes, equipment, security, resilience, adaptability, servicing, P-100 tier and other performance characteristics.
The purpose of this section is to primarily set forth requirements that the Contractor shall follow in performing work during the Design Stage phase of the project that are in addition to, or supplement, the services identified elsewhere in the Contract Documents, including the Division 01 Specifications. For example, other Division 01 Specifications address subjects such as project management, closeout, schedules, and payment. Accordingly, the Contractor should review this section in conjunction with the P-100, Division 01 Specifications, and other listed design requirements.
The GSA-prepared Division 01 Specifications are being issued as part of the Request for Proposals in order to assist the potential Offerors with pricing the requirement. Part of the successful offeror’s services includes finalizing the Division 01 specifications (as part of the Construction Documents phase).
As supplemented or qualified by this section, the Contractor shall follow the guidelines, procedures, and requirements for design deliverables that are set forth in the P-100. This section provides additional guidance to the Contractor regarding the design services at different phases during the overall project.
3.1.2 General Provisions
3.1.2.1 Design Submission Expectations
The Contractor shall prepare and submit all Design Stage submissions in accordance with PBS P-100 design document submission requirements as they pertain to the scope of the construction work.
Furthermore, the Contractor shall, for each Design Stage submittal, provide a detailed written report that separately lists all design elements that deviate from, are inconsistent with, or in any way conflict or otherwise seek to modify the Contract Documents, including but not limited to the Performance Criteria, and/or P-100. The report shall identify: (1) the design element; (2) how that design element is inconsistent with the Contract Documents; (3) the cost or price to the Government; (3) schedule impact; (4) the benefit of the change; and (5) how the benefit outweighs the cost. The report shall also include a thorough Life Cycle Cost Analysis that complies with the P-120. Any such elements shall not be incorporated or included in the design unless written approval is provided by the GSA Contracting Officer.
The Contractor shall, in any applicable Design Stage submittal, make full written disclosure to, and obtain approval of, the Contracting Officer prior to incorporating any proprietary features, products, or elements into the Contract Documents.
3.1.2.2 Design Submission Reviews
The Contractor shall allow for twenty-one (21) calendar days for the Government’s review for each Design Stage submittal. The Contractor shall, for each Design Stage submittal, reconcile all Government review comments, and provide GSA with written responses to all comments.
3.1.2.3 Performance Criteria Expectations
If a requirement contained in the Performance Criteria exceeds that required by the P-100, the Contractor shall comply with the most stringent requirement unless otherwise directed by the Contracting Officer. The Contractor’s work may exceed requirements contained in the Performance Criteria to accomplish programmatic and functional goals for the project, including but not limited to energy performance, sustainability, or industry best practices. However, that being stated, the Contractor is still responsible for complying with other portions of the contract, including FAR 52.236-22 (Design within Funding Limitations).
3.1.2.4 General Design Meeting Expectations
The Contractor shall anticipate, plan for, and price various meetings, reviews, partnering sessions, and similar discussions throughout the duration of the project. While it is not possible to describe the entire universe of any such meetings, the Contractor should anticipate that the meetings will be commensurate with a PBS-owned capital design and construction project of similar size, scope, and complexity as the one described in the Contract Documents. The following represents a non-exhaustive list of some of the various reviews and partnering sessions that may be necessary during the Design Stage phase:
· Integrated Design Review(s) (IDR): IDR reviews are conducted with GSA Central Office Subject Matter Experts (SME) and other technical experts, prior to submission of any Design Stage phase submission.
· Construction Excellence Peer Review(s): Peer reviews, involving the Contractor, GSA Regional and Central Office staff, and external professional private peers may be conducted during the construction phase of the project. These reviews typically last approximately two days and include a series of interviews. The peers may suggest process improvements that are consistent with the project objectives and program.
· Risk Management Review(s): The Contractor shall participate (in person) at workshops with GSA, CMA, CxA, and other stakeholders to create, update, or modify a Risk Registry using the Construction Industry Institute’s Project Definition Rating Index (PDRI) (or a different industry standard as agreed to by the Contracting Officer) to assess risks and opportunities for the project. The PDRI session will typically occur at the completion of design.
