EGWW Aquatherm Pre-Proposal RFI Log Current to Amd 02

Copper is stated as the new piping systems please confirm the following:

Per P100 it is stated that press can be used from ½” to 2” – Refer to P100 2018 section 5.3.6.8 “Press fitting systems may be used between ½” to 2” where approved by code and with approvals and certifications but shall not be used in concealed locations”. HDR concurs; press fittings may be used in sizes up to 2”.

Can Mechanical couplings such as Victaulic or Groove Lock be used on 2” and above Copper?

No, per P100. HDR concurs.

Can press be used in lieu of Solder or brazing on sizes 2-1/2” and larger?

No, P100 indicates that press fittings can only be used ½” to 2”. HDR concurs.

Can Wirsbo/PEX be used to final run outs to kitchen sinks or lavatories?

No per P100. HDR concurs.

Can Stainless Steel be used as a piping material with thread or grooved fittings?

SS can be substituted for copper but fittings must be requirements in P100. HDR concurs and suggests that mechanical fittings that comply with applicable plumbing codes can be used in stainless steel piping at exposed locations. Concealed fittings must be welded.

Please indicate the sizes of copper that are required to be soldered and what ones are to be brazed? Typically, 2” and under are solder, 2-1/2” and above are brazed.

This is acceptable. HDR concurs.

During the job walk there was green Aquatherm piping/fittings spotted on other non-potable piping. Please clarify if there is any scope on the following:

Rainwater piping (the fittings are the same material as the domestic piping)?

No replacement of rainwater piping is anticipated.

HVAC piping?

No replacement of HVAC piping is anticipated.

Non-Potable piping (IE irrigation, boiler make up, etc) No replacement of non-potable water except what is indicated in the PDS is anticipated.

Overall, please be specific on what Aquatherm is going to remain in the building:

Rainwater? See the SOW HVAC piping? See the SOW Non-Potable? See the SOW

Branch lines feeding areas such as private bathrooms or sinks in areas that are “private” please give area of no work No replacement of domestic cold water piping to connections in tenant areas is anticipated.

From package 1 & 2 is the intention to leave the DCW riser and branch line piped in Aquatherm and make attachment with copper to the existing DCW Aquatherm branch line within the riser closet?

Intent is to replace concealed DCW piping above restroom ceilings to the fixture connections. The transition to copper can be done in the riser closet. DCW riser will remain.

Current concrete slabs/floors Please indicate if any of the slabs are Post Tension?

Contractor to review structural plans to verify. Government does not believe that any post tension slabs exist in this facility.

Please indicate if GPR (scanning) is required for new core holes?

GPR scans would be required for cast in place concrete slabs but not required for concrete fill on metal deck unless holes exceed 12” diameter.

Please indicate if it is the contractor’s responsibility for any structural review of new slab penetrations?

See responses to questions 3.1 and 3.2 above.

Plumbing devices In the docs there are call outs for water heaters and recirc pumps are to be replaced.

Do any flow control (PRVs, circ setters, RPs, DCs, check valves) to be replaced?

PRVs and check valves should be inspected for debris and cleaned for re-use and replaced with GSA approval only if they are damaged.

Do Primers need to be replaced?

Replacement of primers is not anticipated.

Do tanks need to be replaced (storage tanks, expansion tanks)?

Replacement of expansion tanks are not anticipated.

Do any faucets or plumbing fixtures need to be replaced?

Replacement of faucets or fixtures is not anticipated unless they are damaged during construction. Strainers and screens should be cleaned or replaced.

Finishes Please indicate how much support the owner will provide for removing finishes such as ceiling tile, and wood ceilings.

Owner will demonstrate the procedure for removal and replacement of wood plank ceiling systems. Contractor will be responsible for removal and replacement.

Parking and Laydown Please indicate if any parking within the building will be available for crew parking?

No extended parking for GC and/or subcontractors shall be assumed. Temporary parking for offloading can be facilitated.

Please indicate where laydown areas for craft supplies can be located?

Laydown/storage areas are located within the parking level.

Please indicate where deliveries will be allowed?

Deliveries are allowed at the loading dock within the sub level parking area. Delivery times are to be scheduled for after 10 am. Allowable truck dimensions are 13' tall and 24' in length, bumper to bumper including cab.

Will there be any available areas for a construction office for onsite supervision?

Mechanical room?

Yes, but a determination of impact will need to be vetted prior to final location has been determined.

Open office area?

Yes, but a determination of impact will need to be vetted prior to final location being determined.

Working hours Please indicate what our working hours are to be?

Working hours are during standard building operating hours, which are Monday through Friday 7 am to 6 pm. Excessively noisy activities shall be relegated to “off” hours to avoid disruption to agency missions. After hours, weekend and holiday activities may be approved at the discretion of GSA. Provisions for safety and security of the work area (s) are required.

Please indicate what hours shutdowns can take place for cut overs form the old system to the new systems.

These shut down and crossovers should be relegated to off occupied hours. Concessions MAY be made on a case by case basis dependent upon impact and subject to GSA approval.

As Builts Please indicate where the As Built drawings are located?

See RFP posted to betaSAM and complete Exhibit 0 & Exhibit 5 for access to the project google drive.

Please indicate if CAD backgrounds will be available for the selected contractor for new plumbing drawings for phase 1 and 2?

The Revit model can be provided.

Please indicate if BIM is a requirement of the new proposed design?

Recommend that the Revit files get updated.

Elevators Will there be any elevators dedicated to this project?

No “dedicated” elevator (s) shall be provided, however, the freight elevator should be utilized at all times by GC and subs when reasonable to avoid any damages of the passenger elevators and surrounding finishes.

Security Services Please indicate the contractor’s responsibility for Security during off hours work?

Once the GC and applicable team members have been vetted by GSA HSPD-12 security (prior to any and all mobilization or physical site activities), the GC’s key team (members requested for and granted HSPD-12 cards), will be able to access the facilities with appropriate scheduling and notifications in place. GSA and the FPS provides building security during all hours of operation and after hours. The only exception to this is IF any activities were to transpire within agency specific space (s). However that is not the case with this task. SO, the GC’s responsibility is to provide timely information on the project team via the ROCAL (Requesting Official Contractor Approval List) and CIW (Contractor Information Worksheet).

Will this be a bill back to the GC?

No costs should be incurred by the GC and/or their respective subcontractors. See CLIN 0004 under Exhibit 6, Price and Services Schedule.

Will this be a contingency/allowance? No.

Is the intent for the GC to provide a private Security Service? No.

MCK RFI 001: Re: (221116 FL - Domestic Water Piping_E, p10): In lieu of the current piping schedule listed in the aforementioned reference is it acceptable to use the following materials & joint types for all domestic water (Project 1 and Project 2)? This would align better with standard practice for this application.

Aboveground domestic water piping, NPS 2 and smaller:

Hard copper tube, ASTM B 88, Type L wrought-copper, solder-joint fittings; and soldered joints Type L is stated in P100, section 5.3.6.8

Aboveground domestic water piping, NPS 2-1/2 to NPS 4:

Sch10 stainless steel pipe, grooved fittings and grooved joints (Gruvlok or Victaulic).

Not allowed by P100

MCK RFI 002: There appear to be plumbing as-built sheets missing from the 06_PLUMBING (As-Builts) folder. See Attachment 01 for a list of the sheets we were unable to find (missing sheets highlighted in yellow). Are these sheets available?

All available drawing files are loaded on the drive. There is another folder with autocads that I found where these might be located:

https://drive.google.com/drive/u/0/folders/11n55aPkuvzt-q-b2alQQb2Q2BN4CsrgM

MCK RFI 003: Verbal comments were made during the pre-bid walk that the scope for these projects (Project 1 & 2) shall not include any work in TI spaces. Is this correct?

Correct. All work including tie-ins will be done in the common spaces.

MCK RFI 004: Level 2 does not appear to be mentioned in the SOW for Project 1 or 2. Please confirm this floor is in scope and which Zone it should be included with.

Level 2 is the top of Zone 1 secondary loop. The Zone 1 water and recirculation pump are on this floor.

MCK RFI 005: According to Exhibit 3 EGWW DHWS Design Build SOW Project 1 document new pressure reducing valves (PRV’s) need to be installed for Zones 1, 2, and 3. However, in Addendum 1 the Exhibit 11 – EGWW Aquatherm Pre-Proposal RFI Log 8.18.20 document states in Section 4.1.i. that: “PRVs and check valves should be inspected for debris and cleaned for re-use and replaced with GSA approval only if they are damaged. “ Please advise on which scope should be followed.

Provide new PRVs and check valves per the SOW. The intent is to install new PRV stations in parallel to minimize shutdown periods. Return existing PRV stations to facilities for spare parts after tie-in is complete.

MCK RFI 006: The SOW documents for the above referenced projects state the contractor shall “Replace concealed Domestic Cold Water (DCW) piping in restrooms… from above-ceiling isolation valve to sink connections” (Plumbing Work bullet #5, P1 & P2). This was initially interpreted as limiting the domestic cold water scope to bathroom sinks only. Please confirm that the domestic cold water piping should be replaced on ALL core & shell fixtures from above-ceiling isolation valve to fixture connection. This would include non-bathroom fixtures such as drinking fountains, showers, break room sinks, janitor’s sinks, or otherwise.

Replacement of DCW piping concealed in walls for P1 is inclusive of all core & shell fixtures that consume DHW. This includes all sinks in restrooms, break rooms and janitor closets, as well as showers. DCW piping serving drinking fountains to be replaced in the future.

MCK RFI 007: The scope of work for P1 states to “Install new Pressure Reducing Valves (PRVs) for Zone 1, 2, and 3 and connect to the existing secondary loops.” It was found on the plumbing as-built sheet P900 that there are pressure reducing valves for domestic hot, cold, non-potable, irrigation, and rainwater harvesting. We initially assume that PRVs should be replaced for domestic hot water only, but should the domestic cold water or any other system PRVs be replaced as a part of Project 1?

Replacement of PRVs is limited to DHW only.
