About this file
This is a NESHAP Demolition Asbestos Survey report prepared by Ardaman & Associates, Inc. for the City of Casselberry, Florida, regarding the former Casselberry Police Station located at 4195 S US 17-92. The survey was conducted on October 21st and 22nd, 2024, by Michael Denton (Asbestos Inspector, certificate #0091-002-2163) to identify the presence, quantity, and condition of asbestos-containing materials (ACM) prior to the planned demolition of the facility. The building, constructed in 1997, is a two-story structure with 22,426 square feet, comprising concrete block and steel frame construction with various interior finishes including floor tiles, carpeting, drywall, and ceiling tiles.
The survey involved collecting 102 bulk samples and 60 additional samples of mastic, grouts, and skim coats, which were analyzed by EMSL Analytical, Inc. using Polarized Light Microscopy. Notably, the laboratory analysis revealed that none of the sampled materials contain asbestos. The report emphasizes that while the survey was comprehensive, it did not include a destructive search behind walls or beneath floors, so the possibility of concealed asbestos-containing materials cannot be entirely ruled out. Ardaman & Associates recommends keeping the survey report on-site during demolition, assuming any unsampled materials might contain asbestos, and following proper notification and regulatory procedures for the demolition, including a 10-day notification to the Florida Department of Environmental Protection.

SUMMARY
Ardaman & Associates has completed a NESHAP Demolition Asbestos Survey of the building materials suspected of containing asbestos prior to demolition of the old Police Department building. The survey did not include a significantly destructive search behind walls or below existing floors. Therefore, additional materials could be concealed in such areas. The facility is located at 4195 S US 17-92, Casselberry, Florida 32707. This survey was performed on October
21st and 22nd, 2024 to identify the presence, quantity and condition of asbestos containing materials (ACM) in the subject facility. Ardaman & Associates understands that demolition of the structure is planned in the near future.
The results of our bulk sampling and analysis indicate that no materials sampled contain asbestos.
1.0 INTRODUCTION
Ardaman & Associates performed a NESHAP Demolition Asbestos Survey of the structure located at 4195 S US 17-92, Casselberry, Florida, to identify Asbestos Containing Building
Materials (ACBM). On October 21st and October 22nd, 2024, the asbestos survey was conducted by representative of Ardaman & Associates, Inc., Michael Denton Asbestos Inspector, certificate
#0091-002-2163. Certificates of Accreditation are included in Appendix IV.
The purpose of this report is to identify the locations and asbestos content of friable and/or non-friable ACBM and provide an assessment of the ACBM in relation to the material’s hazard potential to building occupants or workers if disturbed or released during the proposed demolition.
Friable materials are materials that can be reduced to powder with hand pressure such as fireproofing, sprayed on acoustic ceilings, pipe and thermal systems insulation. Non-Friable materials are materials such as floor tile, sheet vinyl, roofing material and adhesives. Friable materials are of greatest concern from a health and safety point of view because of their ease of fiber release.
All identified suspect asbestos materials are summarized in Section 3.1. Material assessment, and recommended response actions are described in Section 4.0.

3.0 SURVEY PROCEDURES
A visual survey, without sampling, was initially conducted to identify homogeneous areas (HA) of suspect materials, establish the estimated general quantities of these materials, and to develop a scheme for obtaining representative bulk samples. Homogeneous materials are like in color, size, texture, and date of application. A bulk-sampling plan was then established for each homogeneous area and bulk samples of representative homogeneous materials were randomly obtained. The materials were further examined on the site to assess their physical condition and potential for disturbance. It should be noted that some materials may be masked or hidden by overlying materials such as flooring, carpeting or concealed walls. While reasonable effort was made to collect and analyze samples of all suspect materials, some may remain unobserved by the inspector. The survey was a function of the building plan made available for our review and/ or our relatively non-destructive visual inspection. In general, non-destructive inspection and sampling procedures were incorporated which allow assessment of reasonably accessible building materials. The inaccessible areas of the structures (inside partitions or other sealed areas,), if identified at a later date, should be assumed to contain asbestos containing building materials until exposed to visual or physical inspection.
Bulk samples were analyzed by Polarized Light Microscopy in accordance with EPA Method
600/R-93/116. Polarized Light Microscopy is an analytical method recommended by the EPA for asbestos identification based on analysis of the unique optical properties of mineral forms in the samples. A total of One hundred two (102) bulk samples were obtained during this survey from the following suspect materials. Sixty (60) additional samples of mastic, grouts and skim coats associated with flooring and wall samples were also analyzed in the laboratory.

Sample locations are identified in Figure 1. An Asbestos Sampling Summary Table (chain-of custody form) for each individual sample and its location can be found in Appendix I.
4.0 BULK SAMPLE RESULTS
4.1 ASBESTOS CONTAINING MATERIALS
Based on our observation and inspection of the suspect materials and the results of the laboratory analysis of bulk samples, we have concluded that none of the materials sampled contain asbestos.
The analysis results from EMSL Analytical Inc., are located in Appendix I followed by photographs of the subject facility and the materials tested in Appendix II.
4.2. MATERIAL CATEGORY
4.2.1. Friable Materials
Materials containing more than 1% asbestos that can be crumbled, pulverized or reduced to powder, when dry by hand pressure, such as spray applied fireproofing on structural steel members, spray applied acoustical ceiling materials or damaged thermal systems insulations are considered Regulated Asbestos Containing Materials (RACM). RACM must be removed prior to building renovation or demolition activities that impact the material and be disposed of as an asbestos containing material.
There were no Friable Asbestos Containing Materials discovered during this survey.
4.2.2. Non-Friable Materials
Non-friable materials are materials in which the asbestos is bound tightly in a matrix or sealed by a protective layer. Non-friable materials can become friable by being rendered to a crumbled, pulverized or powdered state, when dry, by crushing, sanding, sawing, shot-blasting, severe weathering or by other mechanically induced means. As outlined in the NESHAP regulation by
EPA, non-friable materials are listed in two categories.
Category I
Category I non-friable asbestos-containing material (ACM) means asbestos containing packings, gaskets, resilient floor covering, and asphalt roofing products containing more than 1% asbestos as determined using the method specified in appendix E. subpart E, 40 CFR part 763, section 1, Polarized Light Microscopy. These materials become RACM and require removal when subject to grinding, cutting, sanding or abrading. Category I non-friable material may remain during the building’s demolition as long as they are in good condition and provided the demolition is supervised by someone knowledgeable of the National Emissions Standards for Hazardous Air
Pollutants (NESHAP) Final Rule, the contractor meets all OSHA requirements in 1926.1101, wet demolition methods are utilized, and no activity is allowed that could cause the ACM to become
RACM. All OSHA, FDOT, local statutes, and landfill policies will have to be followed concerning asbestos handling. This material should be disposed of in a manner that is consistent with local, state, and federal regulations that govern the disposal of non-friable Category asbestos-containing material. This material may be disposed of in a permitted Class I, II, or III landfill F.S.
62-701.520 (3)(a).
There were no Category I non-friable Asbestos Containing Materials discovered during this survey.
Category II Non-friable Materials
Category II non-friable ACM means any material, excluding Category I non-friable ACM, containing more than 1% asbestos as determined using the methods specified in appendix A, subpart F, 40 CFR part 763, section 1, Polarized Light Microscopy that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure. These materials usually become
RACM and removal is required by a state licensed asbestos abatement contractor prior to demolition or renovation activities that affect the ACM.
There were no Category II non-friable Asbestos Containing Materials discovered during this survey.
4.2.3 REMOVAL NOTIFICATION REQUIREMENT
There is a 10-day notification requirement to the Florida Department of Environmental Protection before demolition of any building, or if quantities of RACM are in excess of 160 square feet. The notification form and fee schedule can be found in Appendix III. It is now acceptable to complete the form and pay online. Log on to the Florida Business Portal at http://www.fldepportal.com/go/.
All EPA, OSHA, State of Florida, local government and landfill policies regarding employee exposure and handling of asbestos will have to be followed.
5.0 RECOMMENDATIONS
The objectives of the recommendations made herein, are to protect the health and safety of the building occupants, promote compliance with government regulations, and limit the building owner's liability. A legal counsel and your insurance representatives should be consulted to review and identify the building owner's legal liabilities and responsibilities.
We recommend the following actions:
1. A copy of the asbestos survey shall be kept on site where the demolition is taking place until the demolition is completed.
2. To the best of our knowledge and belief, all suspect materials accessible to observations were sampled and documented. If any materials encountered are different from the materials sampled herein, they should be assumed to contain asbestos until sampling can be performed to document them as non-asbestos containing. Only an accredited asbestos surveyor working under the direction of a Florida Licensed Asbestos Consultant can collect bulk samples for asbestos.
3. There is a 10-day notification requirement to the Florida Department of Environmental
Protection before renovation or demolition of any building, or if quantities of RACM are in excess of 160 square feet. All EPA, OSHA, State of Florida, local government and landfill policies regarding employee exposure and handling of asbestos will have to be followed.
The notification form and fee schedule can be found in Appendix III. It is now acceptable to complete the form and pay online. Log on to the Florida Business Portal at http://www.fldepportal.com/go/. EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
Samples analyzed by EMSL Analytical, Inc. Orlando, FL NVLAP Lab Code 101151-0
