About this file

This is a Standard Agreement between the California Department of Social Services (CDSS) and an unnamed contractor for bilingual proficiency evaluation (BPE) services. The agreement will enable CDSS to develop, maintain, administer, and score bilingual proficiency evaluations for CDSS employees and job candidates across 24 different languages and writing systems, including Arabic, Armenian, Chinese (multiple dialects), Spanish, and Vietnamese. The services are essential for CDSS to comply with state and federal civil rights obligations, including Title VI of the Civil Rights Act, the Dymally-Alatorre Bilingual Services Act, and California Government Code 11135, which mandate timely language access services for individuals with limited English proficiency.

The contract details include two types of evaluations - Listening/Speaking and Reading/Writing - which will assess language proficiency using the Interagency Language Roundtable scale. While specific pricing is marked as "TBD" (to be determined), the agreement includes provisions for the contractor to have a California-based headquarters, maintain necessary staffing and equipment, and follow strict confidentiality and information security requirements. The contractor will be responsible for providing qualified examiners, conducting virtual evaluations via Zoom or Microsoft Teams, and ensuring examination integrity through measures like verifying examinee identity and preventing unauthorized resource use during assessments.
