About this file

This is a Price Proposal Form (Exhibit 2) for an Exchange-enabling solution and associated services being procured by the Oklahoma Insurance Department through the Office of Management and Enterprise Services (OMES) Central Purchasing division under RFP solicitation EV00000956. The proposal form establishes three primary cost components: Platform Costs, Consumer-Facing Portal Capability costs, and Support Center costs (including Back Office Processing and Mailroom services). Bidders must submit detailed cost proposals across five fiscal years (2027-2031) based on assumptions of 250,000 annual enrollments beginning in plan year 2028, with implementation commencing as soon as possible and maintenance and operations beginning post-90-day hardening phase. The proposal form requires bidders to maintain the same cost structure as their Round 1 submission, with any modifications documented in a Notes column explaining rationale for changes. The form includes provisions for separate pricing of optional Consumer-Facing Portal Capability and Alternative Consumer Access Model components, with all costs presented in standardized table formats. Bidders must also provide hourly staff rates for various positions supporting platform operations, consumer portal services, and support center functions.

The pricing structure requires bidders to separately identify costs across eight platform cost categories (Project Initiation, Implementation and Training, Hardware, Software licenses and subscriptions, Cloud Infrastructure, Managed Services, Post Go-Live Enhancement, and Enhancement Pool), four consumer-facing portal categories, and eight support services categories for back office processing plus four mailroom categories. Bidders must document annual price increases beginning in plan year 2029 and provide unit rates for mailroom services including per-page printing costs, per-envelope mailing costs, and 1095-A specialized envelope costs. The form specifies that failure to provide cost information in the required table format will render the proposal non-responsive, and bidders are required to detail assumptions, included capabilities, exclusions, dependencies, and pricing considerations in the Notes column for each cost category.
