About this file

This document is an exhibit template for staffing model and key personnel requirements in a state contract opportunity related to Exchange, EDE (Eligibility Determination Engine), or eligibility systems operations. The exhibit establishes evaluation criteria and response expectations for bidders to demonstrate the strength, scalability, and sustainability of their proposed staffing model across implementation and ongoing operations phases. Bidders must provide comprehensive documentation including an organizational chart, key personnel resumes, and detailed narrative responses addressing organizational structure, staffing model across Design, Development, and Implementation (DDI), Technology Transition (TT), and Maintenance and Operations (M&O) phases, and the identification of subcontractors and their roles. The response is limited to 18 pages, with minimum 11-point Arial or Calibri font, 1-inch margins, and single or 1.15 line spacing, with individual resumes limited to one page each and not counting toward the page limit.

The exhibit requires bidders to detail key personnel qualifications and commitments, including level of effort allocations across implementation and operations; state roles and responsibilities with estimated engagement levels across all project phases; knowledge transfer and succession planning approaches to ensure continuity and minimize single points of failure; and subcontractor management and governance strategies. Bidders must also address staffing scalability during peak periods such as Open Enrollment and describe strategies for maintaining adequate staffing continuity between implementation and operations. An optional company organizational overview of up to one additional page may be included to provide context for how the project team is supported within the broader organization.
